Venesky-Brown’s client, a public sector organisation in Edinburgh/Inverness, is currently looking to recruit a Procurement Policy Specialist for an initial 16 month contract with option to extend on a rate of £350 to £400/day (Inside IR35). This role willbe a hybrid of working at home and in the office.Responsibilities:- Assist in the development of the Procurement Manual, setting out the organisation’s policy. From this Manual, develop Procurement Standard Operating Procedures and templates for use by the whole organisation and process map all procurement activity - Assist in the development of a Contract Management Manual for the Procurement Team, updating existing Standard Operating Procedures, templates and process maps as required - Provide Procurement and Contract Management training and advise and assist staff across the organisation with procurement and contract management queries - Assist in the development of a programme of Auditing and Compliance checking for all procurement and contract management activity across the organisation - Research options for e-signature software and support the development of a Business Case for this - Support and implement any actions associated with the current review of Delegated Purchasing Authority (DPA), including new governance processes Essential Skills:- Qualified or working towards CIPS Level 4 (Diploma) or relevant, equivalent level of qualification - Self-sufficient with experience of working in a procurement role - Excellent customer service, with the ability to quickly develop and maintain effective relationships with key stakeholders through regular contact, meetings and representation - In depth understanding of procurement processes and best practice in the public sector - Good commercial awareness and understanding of legal terms and principles - Strong written and verbal communication skills - Strong Microsoft Office skills including Word, Excel, PowerPoint. Desirable Skills:- Experience of producing written policy, templates and guidance documents- Experience of running high value and high risk public sector tenders- Experience in use of Microsoft Visio and Power BIIf you would like to hear more about this opportunity please get in touch.
