Job Description

Relocation Package Available.Role Purpose:To be the Subject Matter Expert on all Property & Estate matters for your site(s). The post holder is responsible for assuring all property relating activities for legal and contractual compliance and ensuring that the sites are complying with all relevant legislation. In addition they will be required to lead and implement some UK nationwide improvement/change initiatives for Group Property.Key Accountabilities:• To provide assurance and Subject Matter Expertise (SME) to the respective Heads of Site (HoS) on all property matters.• On a site, multi-site and cross LTPA basis (as appropriate) identify and lead on the delivery of any continuous improvement activities that challenge the current estate and maintenance delivery model in order to deliver innovation, service improvement and efficiencies.• Develop options, proposals and business cases for re-shaping of site infrastructure and use of facilities, for optimum QinetiQ and customer benefit; in support of strategic innovation and growth.• Develop and maintain excellent relationship with the external customer community such that they are the ‘go to’ person for advice on all estate related matters for their site(s)• To act as a conduit between the HoS and Group Property in accessing appropriate real estate expertise as required to support site operations.• Establish and maintain a risk and opportunity register on Estate matters. • Lead on property management system requirements and developments in respect of ISO certification (ISO 9001, 14001, 18001 & 50001).• Support the HoS in defining the site strategy and support the HoS in complying with a delivering the strategy.• Ensure collaborative structures and engagement to maintain consistent Property approaches and processes, across the QinetiQ footprint.• Support the HoS on all property related health, safety and quality procedures including contractor control and management reporting.• Support the HoS on all financial management of the allocated site budget• To provide SME input into the prioritising of works and the setting of the budget and associated re-forecasting exercises.• To lead, and advise the HoS, on continuous improvement through translating property related industry best practice into real world process and procedures.Key Accountabilities:• Must adhere to the QinetiQ behavioural principles: Integrity, Excellence, Care, Teamwork and Commitment.• Must have excellent organisational Skills.• Excellent Interpersonal Skills.• Ability to work and engage across departments.• Must have good verbal, written, listening and negotiating skillsExperience & Qualifications:• Sound knowledge of Health, Safety and Environmental legislation relating to Property/Estate matters.• Knowledge gained through relevant training, with a minimum of 5 years’ experience of delivering FM Services in a complex environment.• Knowledge of all relevant UK Regulatory Bodies, Local Authorities and associated legislation• Strong technical and compliance knowledge for QHSE and statutory requirements across portfolio (ideally trained or working towards NEBOSH level qualification, experience can also be taken into account)• Challenge current maintenance regimes and services to deliver VFM• Sound experience with dealing in subcontractor services (scope, cost and delivery). Ensuring delivery of VFM and QHSE standards• Excellent understanding of the principles of contract management and experience of procurement of suppliers including the following areas: Service Delivery Management, Relationship Management and Contract Administration• Strong stakeholder management. Ability to develop productive working relationships with a wide range of people across all levels. Ability to work across multi departments and engage / influence as required.
