Job Description

Financial AccountantPertemps Scotland Ltd are working with our client in Edinburgh to recruit for a Financial Accountant in the Public Sector on a temporary basis for 6 Months with potential extension.Due to current circumstances this role will be based remotely.Dayrate £250 - £300 (Inside IR35)As Financial Accountant you will be responsible for the production of the annual report and accounts and capital accounting framework including maintenance/verification of the fixed asset register and managing the year-end financial outturn position. The post holder will lead the annual accounts task, working with other finance team colleagues and budget holders to identify and manage late spend, accruals and prepayments and address areas for improvement.The main duties would be:

  • Manage the preparation and delivery of the year end statutory annual accounts ensuring compliance with best practise and current IFRS, FReM, HMT Consolidated Budgeting Guidance and SPFM requirements.
  • Production and upkeep of annual accounts framework to ensure compliance with all accounting requirements and legislation.
  • Roll forward and prepare the underlying files that support the delivery of the year end accounts
  • Gather audit evidence and backup documents and prepare supporting notes for audit review
  • Ensure that appropriate financial controls are in place, up to date and operating effectively within the finance team and the wider organisation.
  • Provide technical financial expertise to finance and the wider organisation in line with best practice and all current IFRS, FReM and SPFM requirements.
  • Review accounting policies and make recommendations to senior management on changes to accounting policies and process change requirements to align with best practice and current IFRS, FReM and SPFM requirements.
  • Interface with External Audit when required.
  • Interface with other business areas to deliver the production of the annual report and accounts (e.g. communications team)
  • Support senior managers and budget holders by providing specialist advice on key strategic financial management issues including capital accounting, budgeting and forecast outturns, financial planning and risk management.
  • Responsible for VAT compliance, including preparation and submission of quarterly VAT returns.
  • Responsible for capital accounting in accordance with the relevant IFRS accounting standards, policies and procedures Liaising with business partners to ensure accurate profiling of capital budgets, valuations, impairment review and balance sheets classification.
  • Responsible for the management of the Fixed Asset Register (Real Asset Management: Asset 4000) ensuring that all capital assets are accounted for appropriately, providing accurate monthly and annual financial reports including fixed asset additions, disposals and verifications. Responsible for ensuring the integrity of the capital expenditure incurred and implementing any internal or external audit recommendations.
  • Collaborate with the Management Accountant to produce timely and relevant monthly financial and management reports to the EMT, ARC, Board and the Scottish Government.
  • Be a key point of contact for the finance team, providing support and guidance on financial management including budgeting and forecasting.
  • Ensure finance guidance documents are accurate, up to date and are in line with best practice.
  • Work with others within RoS and outside agencies to continuously improve service provision and make suggestions for improvements to systems and processes.
  • Assist in the development of and presentation of a Financial Training programme for all RoS staff involved in Finance.
  • The role may have some line management responsibilities so the post holder may need to manage, support, and develop a small team

  • Technical Skills
  • Membership of a CCAB professional body (or equivalent).
  • Competent in the use of finance systems
  • Advanced skills in Microsoft Excel and Word

  • Experience in a senior finance role within public sector providing effective professional advice.
