Job Description

Business Analyst - Interim£450 Per Day - (Outside IR35)Remote WorkingSix Months (Likely to extend 12 Months)Our public sector client are looking for an experienced Business Analyst. The client is looking for an individual who is skilled and experienced in working in a data climate with excellent numerical and analytical skills. Knowledgeable in data regulation, data ethics, data naming, data standards, data governance at a practical level. Experience of working at the front end of the project lifecycle, adept at cutting through requirements to drive out the essence of the business problem. Ability to think on your feet, provide quick solutions and resolve issues in a timely manner, and outstanding communication skills.This role is an Interim role that falls outside of IR35 with a day rate of £450 per day. This is a six month contract which is likely to extend an initial 12 months past this.Home working initially Once lock down has ended post-holders will be asked to work flexibly from home and between either Glasgow and/or Edinburgh where staff are located.37.5 hours over 5 days Monday - Friday. Flexible working hours available, but attendance at specific meetings within normal office hours will be required.Occasional travel to other offices/ London / JBC premises may be required once lockdown restrictions are eased and cross border travel is permitted. Any travel expenses incurred will be reimbursed in line with the clients Travel and Subsistence Policy.Key Skills:

  • Develop understanding of different data structures used by the JBC and other devolved administrations and develop mechanisms that enable data sharing.
  • Identify where technical barriers to collaboration exist (e.g. coding language, IT platforms etc.), and coordinate with colleagues across and JBC to develop and implement solutions; ensuring appropriate risk assessment is undertaken.
  • Use understanding of the remit of the JBC as set out in the Agency Agreement, to flag any concerns in relation to use, or presentation, of Scottish data.
  • Through understanding of GDPR (and other data regulations), will lead on development of data sharing agreements and data protection impact assessments with appropriate support from Data Protection and Information Asset Team (and others as appropriate
  • Support the Embed Liaison to help/inform colleagues of how JBC works and how best to collaborate; socialising the analytical pipeline with appropriate areas and seeking feedback on its performance.
  • Building on this feedback, will identify the cause of any blockages (particularly blockages relating to system access or differences in IT platform access or capability) to this pipeline and work with JBC colleagues to achieve an appropriate solution that will allow a clear route for commissioning work.
  • Lead requirements elicitation and capture for specific pieces of work, using a variety of techniques and documentation.
  • Essential Skills:
  • Excellent oral and written communication skills, including the ability to convey technical information to non-technical audiences at all levels of the organisation.
  • Ability to build rapport and trusting relationships with stakeholders whilst being able to challenge constructively.
  • Strong analytical, problem-solving, and conceptual skills.
  • Significant Analysis experience in an data management environment including an in-depth understanding of the role of Business Analysis within it.
  • Experience in working with GDPR requirements in data sharing settings for research or analysis/policy development purposes.
  • Experience of different Business Analysis methods and techniques.
  • Experience of eliciting requirements from multiple stakeholder communities with different perspectives and complex interdependencies.
  • Essential Skills:
  • Experience of working in Agile environments.
  • ISEB qualifications in Business Analysis/Systems Development.
  • Understanding of public sector Project and Programme Management principles.
