Job Description

Security Management LeadLocation: Edgbaston, BirminghamJob Type: TemporaryDuration of booking: Expected to last up 4-5 monthsProposed start date: ASAPSector: HealthcareBase: HospitalBand: 8aPay Rates: £25.00 to £28.00 paye inclusive depending on skill and experienceWorking Days and Hours: Monday to Friday, 37.5 hoursHybrid Working: NoTravel: NoJob Summary To act as the professional lead to the Trust on all security matters, including (but not limited to) contract management of third party security provision on Trust sites, proactive investigation and management of security incidents including violence andaggression as well as property/asset protective management and strategic security issues.To establish and maintain positive working relationships with police and other external stakeholders. To provide a visible presence whilst acting as a liaison with staff, visitors and patients.To undertake the duties of a Local Security Management Specialist (LSMS) in accordance with Department of Health requirements and any subsequent advice or guidance issued by local/national bodies.To lead on the contract management and monitoring of services provided by third parties, specifically the day-to-day operational and performance management of the security and car-parking contracts.Duties

  • The post holder will be the lead specialist to deliver the requirements of the NHS Protect framework, statutory legislation and national instruments in relation to security management.
  • To provide day to day operational and strategic management (currently joint) of the Trust Security Management team; responsible for allocation and supervision of tasks within the team.
  • To be the Trust expert on aspects of security management and ensure that all LSMS duties are carried out in accordance with statutory and national requirements.
  • To be the identified [joint] lead for Home Office and Department of Health PREVENT agenda
  • To provide regular written and verbal reports, which may contain potentially complex and sensitive information to the Director of Corporate Affairs and Chief Legal Officer in relation to progress being made against NHS Protect initiatives and ensure thatthe Director is informed of significant risks to security and violence. To provide regular reports on security incidents and risks to the Trusts Health & Safety Committee.
  • To provide lead on the provision of advice, support and assistance on the performance management of the Security and car parking contracts (car parking -QEH only), including regular meetings, review and to advise the Trust contracts management team on contractualvariations and default notices.
  • To provide expert professional advice, support and assistance on security matters to ensure that patients, staff, visitors and assets of the Trust are properly protected
  • To undertake systematic security/violence and aggression related risk assessments throughout the Trust. To provide advice and support to managers to enable them to take mitigate security risks identified. To lead on the maintenance and implementation ofrelevant Trust policies and procedures including management of the Managing Challenging Behaviours policy (Red/Yellow card process)
  • To maintain an up to date knowledge of security developments which shall include appraising the potential benefit of new initiatives and developments.
  • To maintain a detailed knowledge of security related legislation and regulation.
  • To be responsible for the drafting of specifications, quality and performance documents relevant to the tendering and management of security and security equipment contracts. To lead in the evaluation of security aspects of tenders, negotiations and contractawards.
  • To monitor security logs and activities that are completed by third party providers and internally.
  • To be responsible for the co-ordination of law enforcement personnel, including police, during on-site operations and activities by managing covert operations, assisting on criminal investigations, supporting VIP visits and enhancing security presence asnecessary.
  • To respond to, attend and/or co-ordinate Security response to major incidents, including those related to bomb alerts, terrorism warnings, VIP visits, violence and burglaries. This shall include the provision of staff support, during and post such incidents,as appropriate.
  • The post holder may be required to lead on the management of visits by relatives or others when dealing with care issues that fall within the remit of safeguarding. .
  • Initiate, plan, manage and evaluate all tasks and projects across a range of activities relating to the development of the safety and security risk profile. This will include the development of a security management work programme and the development ofproject plans.
  • To identify lone working staff within the Trust and in conjunction with their Managers ensure the implementation of local procedures to reduce the need for lone working, so far is reasonably practicable, or if lone working is unavoidable, implement proceduresto manage risks associated with lone workers.
  • Analyse data on the Trust Incident database and utilise it to identify achievable solutions to mitigate the risk of incidents re-occurring. Make written and verbal recommendations to the Chief Legal Officer and Director of Corporate Affairs regarding actionsplans and work with operational leads to implement complex action plans.
  • Undertake audits to identify gaps in security management systems and make recommendations for ongoing system improvements. Implement and maintain a risk management process in respect of security matters in support of operational and clinical colleagues.
  • Attend appropriate Trust Committees as required and present meaningful reports and data relevant to that committee.
  • Prepare reports for the Health & Safety Committee
