Job Description

SummaryThe jobholder will assist the Plant Management Team and UK SHEQ Manager, in the safe, efficient and reliable operation of the WtE facility. In this role, the jobholder will effectively manage the requirements of the Site Environmental Permit and local Business Management System, within approved budgets, liaising with internal operations & maintenance staff and external support staff where appropriate, to meet all regulatory and legislative monitoring and reporting requirements.The role requires close liaison with the WTI UK SHEQ team, Parc Adfer SHQ Manager and other site staff, so that Parc Adfer can function as an integrated whole, and run at maximum levels of safety, compliance, availability and efficiency.Essential Duties and Responsibilities

  • To establish all environmental regulatory and monitoring routines for the plant and for standard operating routines and procedures, which will include but is not limited to; ESA protocol for IBA, QAL2, QAL3 & AST for CEMS & extractive monitoring, effluent and water discharges off site.
  • To assist Plant Management and the SHQ Manager in managing compliance of the company and local Business Management System relating to hard and soft filing, distribution, communication and audit as appropriate, ensuring actions are suitably closed within specified timescales.
  • Liaison and management of third-party contractors, as required, for the delivery of the environmental monitoring programme (e.g. pest control, stack emission testing, etc)
  • Liaison with various bodies e.g. Natural Resources Wales, Local Authorities, Planning Authority, Water Companies etc. as appropriate on behalf of the Plant Manager, including providing regulatory correspondence, data, reports and other compliance related information. Attending the community liaison group where required to support Site Management.
  • Co-ordination with the HSQ Manager and SHEQ Manager UK to ensure consistency within the SHEQ Division. Liaison on a day to day basis with Operational and maintenance staff to ensure that the monitoring infrastructure is maintained in good order and that issues affecting environmental compliance are resolved promptly.
  • Ensures that the O&M Manager, Shift Team Leader and the SHEQ Manager UK are informed of any environmental monitoring or maintenance activities that impact upon availability and reliability.
  • Generates contract scope of works for environmental related service contracts and participates in contract performance reviews with procurement and management staff.
  • Monitor compliance against all permit application specifications including the landscape and habitat management plans.
  • Uses the Company CMMS where required, in accordance with company standards and procedures.
  • Supports Management and takes accountability for ensuring environmental KPI targets are recorded, monitored and achieved, within regulated timescales
  • Review CEMS data on a daily basis and carry out trending and first line analysis of plant for any potential defects.
  • Carry out audits as required by the SHEQ Manager UK to ensure Parc Adfer meets its statutory obligations.
  • Remain up to date with industry best practice and current legislation.
  • Ensures assigned plant areas are maintained in good order and that housekeeping is to the established standard.
  • Undertakes effective training and monitoring of personal development to ensure competence to undertake environmental duties, ensuring skills and flexibility are developed and maintained via consistent application of; quarterly reviews, input and updating existing training plans, site policies & procedures, team briefings and feedback sessions.
  • Completes the Corporate and Plant Training Programs within the time frame prescribed.

  • Supervisory ResponsibilitiesWhilst there are no direct supervisory responsibilities, the role requires close liaison with various stakeholders both internal and external to the company (e.g. suppliers, contractors, plant management, maintenance and operational colleagues, as well as the SHEQ UK team.Qualifications & Experience
  • Ideally BSc or equivalent, preferably in an Environmental subject, or extensive experience gained in a regulatory / supervisory role.
  • Professional memberships and certifications (or working towards them) from professional bodies such as CIWM, WAMITAB or IEMA.
  • IOSH Managing Safely general certificate or similar qualification required as a minimum.
  • Experience with computerised monitoring and reporting systems (CEMS, Power Bi, Incident Management Systems).
  • IT literate and competent to manage MS Word report writing & complex excel-based spreadsheets.
  • Knowledge of BS EN: 14181 and BS EN: 15267 relating to air emissions testing & CEMS.
  • Practical knowledge of waste treatment and disposal operations, particularly treatment plants, and energy from waste plants.
  • Knowledge of EPR legislation (I.E.D) and SHEQ systems (ISO), preferably relating to waste incineration.
  • Appreciation of the regulatory framework (CPD & WFD) controlling the waste management industry.
  • Working knowledge of the health & safety and environmental impacts of waste management.
  • Experience in setting up and managing administrative systems.
  • Practical experience of the interpretation and reporting of environmental data
