Sourcing ManagerThe purpose of the role is to ensure that tendering and contracting activity in respect of goods and services is undertaken in accordance with the Public Contracts Regulations 2015 (including subsequent amendments), Trust Standing Orders and Standing FinancialInstructions, in support of the strategic objectives of the Trust.To provide advice and guidance to operational colleagues regarding market testing, tendering, procurement, contract management and cost saving efficiencies.Temporary: Expected to last 3 months with possible extensionLocation: Shooters Hill, Southeast London / Dartford, BexleyHours per week: Monday - Friday 9am to 5pmSalary:

• Band 7: £22.50 PAYE Inclusive of holiday pay per hour or £25.80 Umbrella per hour
• Band 8A: £26.50 PAYE Inclusive of holiday pay per hour or £29 Umbrella per hour

• To develop and lead on the strategic procurement sourcing programme for all categories across the Trust
• The purpose of the role is to ensure that tendering and contracting activity in respect of goods and services is undertaken in accordance with Public Procurement Regulations and Trust Standing Orders and Standing Financial Instructions, in support of thestrategic objectives of the Trust.
• To provide specialist advice on procurement issues to all staff
• Responsible for ensuring that procurement decisions are made in conjunction with procurement regulations, Trust governance procedures and policies.
• To project manage the tender process and tender evaluation teams, ensuring the tender is documented and decisions are auditable and compliant.
• To deliver savings on tenders, quotations and contract management during the life of the contracts, contributing to the Trusts savings goals.
• To support the production of procurement board reports on tender results and procurement options papers as required
• Maintain a thorough file of progression of procurement project work, highlighting key users and escalating issues as appropriate

Contracts

• To meet the requirements of the Government for implementing robust and transparent contract management systems
• To ensure that contractual requirements are achieved on time; to quality standards including detailed development of contracts and schedules.
• To manage and lead the contracting process, agreeing contract documentation and contract variations.
• To interpret central government and regulator directives and initiatives and apply locally.
• To meet the CQC and NHSLA requirement regarding pre-engagement checks for prospective contractors
• To enable the Trust to meet Her Majestys Revenue and Customs (HMRC) requirements regarding the correct classification of prospective contractors

Communication and engagement

• To engage and influence key stakeholders at all levels within the Trust to facilitate participation in identified procurement activity
• Provide a link between procurement and stakeholders to ensure solutions are tailored towards the stakeholder whilst also ensuring alignment with procurement procedures and OJEU regulation
• Be the key point of contact between the Trust and suppliers, including outsource providers, ensuring relationships are managed in a strategic and coherent manner.
• Develop and foster good working relationships with neighbouring trusts and key procurement organisations such as NHS Supply Chain and other national and regional frameworks

Project implementation

• Strong analytical capabilities ensuring that decision making is informed and enriched by high quality information
• Possess a strong understanding of various levers of unlocking value from procurement and supply chain, such as, but not limited to sourcing, tendering, standardisation and contract management.
• Possess a balanced approach to the role of innovation in delivering value to the trust
• Work to identify challenges within the division (based on strong analysis of expenditure)and propose solutions from the supply market
• Prepare and present business/procurement proposals to a range of senior staff and also communicate with cross functional groups as part of the process of tender evaluation and contract award recommendations, which can be very challenging and complex

Analytical & Judgement

• Responsibility for interpreting, implementing, advising on national and international procurement legislation / guidance to avoid the Trust operating in breach.
• Be responsible for the evaluation and analysis of high value procurement exercises providing financial and risk analysis on all the offers to the trust, comparing and assessing all offers.
• Analyse and advise the trust on the most economically advantageous form of purchase / acquisitions

Financial Responsibility

• Define and deliver purchasing savings in accordance with agreed timetable.
• Monitor and report on the progress and delivery of savings on a regular basis and in accordance with balances score card requirements
• Support the allocated divisions in managing the non-pay expenditure
• Provide assistance to stakeholders enabling tight control of expenditure through the provision of purchasing management information, this should include as a minimum information on usage and price
