Job Description

I am recruiting for a Procurement Manager for an organisation based in Torfaen. This role is to work collaboratively with all areas of the business to promote and support value for money and a sustainable procurement approach. This is a new role to the business where, in consultation with the senior management team, the Procurement Manager will be responsible for the development and maintenance of procurement strategy, policy and procedures.Responsibilities will include:* Review and develop the organisations procurement strategy* Provide procurement guidance and support aligned to the associations strategic and operational requirements, through best practice.* Provide expertise and actively support on all aspects of procurement, including contract specifications, tendering process and procurement frameworks. Ensuring all frameworks are aligned to standing orders and financial regulations.* Review and develop the organisations procurement strategy and provide procurement guidance and support aligned to the associations strategic and operational requirements, through best practice.* Provide expertise and actively support on all aspects of procurement, including contract specifications, tendering process and procurement frameworks. Ensuring all frameworks are aligned to standing orders and financial regulations.* Ensuring any procurements are aligned to the associations value for money strategy, identifying efficiencies and improvements.* Liaise with all teams to regularly review and manage the approved supplier lists.* Proactively planning and carrying out supplier market testing and benchmarking. Evaluating performance to ensure suppliers are meeting the service level agreements and expectations of the association. Coordinating contract management reviews.* Ensuring the contracts register is up to date and is effectively used. This will include all expenditure being covering appropriate contract arrangements in line with the procurement framework. Ensuring appropriate contracts are in place.* Liaise with external contractors and partner agencies to collate information in relation to contracts.* Liaise with teams to create a KPI system in order to monitor and evaluate contracts.* Manage all procurement activities to ensure full compliance to legal and statutory regulations and all health and safety requirements.* Actively seek and advise on new digital platforms and software to compliment the associations procurement process - feeding into the corporate IT strategy .* Proactively follow all organisational processes and procedures.* Support & contribute where applicable to the continued development of robust and effective policies, processes, procedures and systems to support operational effectiveness of the department.Person Specification:* Ideally the right candidate will hold a CIPS qualification but experienced candidates without this will be considered* Experience and knowledge of tendering and contracting proceses* Experience of running tenders in line with the Public Procurement Regulations, and all other relevant legal/regulatory requirements.This is an exciting opportunity to work within an industry where you make a difference to peoples lives and you are able to make a positive impact on the organisation as well as the wider community.If you are interested in knowing more about this role, apply ASAP as the client is looking to interview ASAP.
