6 months contract, based at homeValid, Current SC Clearance is required.We require a senior analyst with statistical skills to build the evidence base on threat and vulnerability across UK and near border ports, primarily focussed on lorry freight traffic.The role will include immediate development of the evidence base through designing and implementing random sampling methods at the border, as well as scoping of longer-term solutions to develop and maintain understanding of threat and vulnerability at the border.The post holder will be responsible for designing the risk testing programme, engaging stakeholders, ensuring operational activity is conducted as required and producing analysis and insight on the level of threat and vulnerability based on the results. The senior analyst is expected to primarily lead on ensuring appropriate data collection through operational activity, analysing results and producing analytical insight reports. The post holder will also have the opportunity to explore alternative options for developing the evidence base including scoping longer-term options.The post holder will be working as an integral part of the wider analytical team; as such they will be expected to demonstrate and role model the values consistent with the Civil Service Code: integrity, honesty, objectivity and impartiality. The post holder will engage with a range of stakeholders on behalf of the Border Security Analysis team and will be expected to act with professionalism at all times, in line with the values of the team.The senior analyst will:Be a competent analyst who has experience applying statistical methods, particularly relating to sampling methodologies. They will have experience in designing data collection exercises, analysing data and drawing conclusions which provide insight and achieve impact. They will be confident engaging with a wide range of stakeholders, including operational stakeholders, and be able to quickly build effective working relationships.Responsibilities will include:• Engaging with stakeholders to gain buy-in and agree action plans to deliver risk testing in an operational environment.• Ensuring analysis meets required Analytical Quality Assurance standards.• Designing data collection methods that work in an operational environment.• Analysing data and drawing conclusions which provide insight into threat and vulnerability at the border.• Actively manage any risks which may jeopardise successful delivery.Skills (including specialist skills) and/or knowledge required:1. Statistical skills - Must have a good grasp of sampling methods and other statistical methods. Must be able to use relevant software (preferably R) to analyse large data sets.2. Operational research skills - Operational research skills such as systems thinking.3. Deliver results - Must be able to manage a project and deliver results in set timescales, overcoming barriers and managing risks.4. Collaborative - Must be able to engage a range of stakeholders to ensure successful delivery of the programme. The candidate must be able to engage stakeholders in the purpose and vision for the programme and be able to work closely with operational stakeholders to negotiate and co-ordinate operational activities to generate an evidence base. The candidate must also be able to work well with the wider analytical team, demonstrating and role modelling the values consistent with the Civil Service Code: integrity, honesty, objectivity and impartiality.5. Changing and Improving - Must be able to change and improve operational processes with a creative and problem-solving attitude.Qualifications and Experience required1. A degree in a quantitative subjective, or a subject with a significant quantitative subject, which is able to demonstrate understanding of statistical methods. Evidence of substantial applied experience would be required if no formal qualification is held.2. Evidence of applying statistical methods and other analytical methods to solve or provide insight into business problems.3. Experience delivering analytical programmes in an operational environment.4. Experience working with both analytical and non-analytical stakeholders Required skills
