Job Description

Local Authority Information Technology Delivery ManagerWe have two permanent opportunities to join our Transformation Directorate on the exciting and high-profile Local Land Charges (LLC) programme. You will be working closely with local authorities to ensure the smooth migration of the LLC service to HM Land Registry from a technical perspective. You will engage with local authorities and other originating authorities, including at customer events and conferences, to provide technical assistance, promote the LLC service and discuss integration options. You will also provide technical advice, guidance and assistance during migration, working closely with Delivery Managers within the programme and incumbent suppliers.This is a remote / home working role. You will be required to travel extensively across England and Wales to HMLRs offices and local authorities, including regular overnight stays, often at short notice. You will be based at one of our 14 office locations, which will be your home office, but you can work from home when not travelling. Our current focus is to encourage people from under-represented groups into management and leadership roles, especially people with disabilities, women and ethnic minority colleagues.Local Authority Information Technology Delivery Manager Responsibilities:- Advise local authorities in the extraction of LLC data and integration options for their business as usual requirements.- Build and maintain strong working relationships with trade associations, representative bodies and customers.- Deliver improvements and establish best practice amongst local authorities and other originating authorities.- Gather insight from customers to develop the LLC Programmes technical understanding of their needs.-Design and deliver effective social media activity to support go to market activities, campaigns and events.- Assimilate complex information and translate to make evidence-based decisions.- Chair meetings and deliver presentations to external audiences.- Facilitate difficult discussions between stakeholders with differing views and overcome objections, persuading and influencing stakeholders to achieve required outcomes.- Seek out and share best practice.- Support people through change.Local Authority Information Technology Delivery Manager Requirements:To be successful in this role you will have had experience of working in, or closely with, a local authority and a sound understanding of Planning or Local Land Charges policy and legislation. You must have an in-depth knowledge of Geographic Information Systems (GIS)/ LLC data and services and be able to solve complex problems and provide solutions to customers, whilst building working relations both internally and externally. You must also have extensive knowledge of IT systems, particularly Microsoft Excel, Access, SQL and relational databases as well as knowledge of spatial data extract, transformation and load in systems, such as FME.You will have excellent time management skills and the ability to organise own, and others’, activity. You must be flexible to conflicting priorities and be able to deliver effective results at pace within a fast-changing environment.
