Job Description

  • Full time - 36 hours per week)
  • Temp role - 3 months (possible extension)
  • £18.22 per hour PAYE / £22.75 per hour Umbrella

KEY DUTIES:
  • Managing an individual caseload of homelessness/suitability reviews in accordance with Part VII Housing Act 1996 (as amended), ensuring all internal and statutory deadlines are met.
  • Investigating cases and issuing decisions in relation to the various homelessness duties associated in particular with ss188, 193 and 202 within the relevant timeframes.
  • Ensuring additional internal deadlines are met with regard to the management of the review process, e.g. timely dispatch of file copies; follow up of submissions and Regulation 8 letters and liaison with the councils solicitors in relation to court proceedings.
  • Responding to members enquiries and other correspondence within specified performance timescales
ESSENTIAL KNOWLEDGE, SKILLS AND EXPERIENCE:In depth knowledge of Housing Act 1996 Part VII (as amended by the Homelessness Act 2002); Homelessness Reduction Act 2017; working knowledge of other legislation associated with homelessness investigations, e.g. Family Law Act 1996; Children Acts 1989 and2004; Human Rights Act 1998; Immigration and Asylum Act 1999 and Community Care Act 2000. Knowledge of the Protection from Eviction Act 1977 and Landlord and Tenant Acts 1985 and 1987 would also be helpful as well as an understanding of the councils publicsector equality duty as contained in the Equalities Act 2010.A high level of investigative skills to undertake in-depth enquiries into homelessness decisions and legal challenges to those decisions; excellent communication skills, particularly writing skills in order to construct legally sound arguments capable ofbeing upheld at court; ability to research complex legal questions and disseminate learning to the team and other officers in the section.Demonstrate capacity to deal with statutory reviews of and County Court appeals against adverse decisions made on homelessness applications, including acting as one of the Needs & Assessments Service lead officers in liaising with both customers and theCouncils solicitors and defending County Court actionsDemonstrable experience of working in a housing needs or complaints based environment.Adecco acts as an employment agency for permanent recruitment and an employment business for the supply of temporary workers.
