Job Description

Development ManagerSouth LondonSalary on applicationTempest Jones are retained by the largest not for profit Developer and Asset Management organisation playing a major role in the UK housing market. They are using their experience, scale and financial strength to deliver new homes and communities across the country. These are at a range of price points and tenures from private sale to social rent. Any profits generated are invested back into social purpose. They have a strong track record on regenerating existing estates and breathing new life into communities. Over the next 5 years as part of their major mixed-use development programme across England, they will be close to a million square foot of retail and commercial assets ranging from community centres and regeneration projects to start up retail and Grade A office units in central London.The RoleOur client has identified a programme over 50 small site opportunities in its existing estates portfolio where it could develop in excess of 1000 new affordable homes. These sites provide an opportunity to deliver innovative design and delivery solutions in addition to creating affordable homes and improving existing communities.Reporting into the Director of Special Projects, the Development Manager will be responsible and accountable for the Development Management of residential lead and mixed-use developments undertaken by the client, and ensure they meet the commercial objectives defined in the relevant approvals /business plan. The role has a primary focus post site identification through to successful planning permission delivering projects across the organisations operating regions.The successful candidate will have a strong background in residential led projects, in both City Centre and Greenfield/Brownfield delivery with a strong understanding of the value drivers of a residential business. They must have experience of delivery of a programme of projects including low density housing, apartment and mixed use projects.Accountabilities

  • The role of the Development Manager is to formulate and manage the design, development, commercial and place creation vision for a project and to be fully responsible for all aspects of this work.
  • Ensure the success of the development projects taking responsibility for all aspects of the development up to planning and ensuring the performance of the other development functions to realise deliverable schemes in line with the project brief and approvals.
  • Key Responsibilities
  • Preparation of the development brief for residential or mixed-use projects including the project Vision. Setting the project aspirations and deliverables in line with requirements.
  • Oversee the preparation of a concept design and to prepare an outline financial appraisal of that design using relevant software (Pamwin, Excel, Argus) to show how the project can make a profit/surplus, working closely with the other development functions.
  • Manage the preparation of planning application material to obtain viable and deliverable planning consents. This includes liaising with all external and internal Stakeholders in respect of formal and informal consultations (which may include some evening or weekend working, with time in lieu).
  • Be responsible for the preparation of legal documentation (using external lawyers as required), including S.106 Agreements and validating with other Development functions.
  • Oversee the preparation of a detailed design post planning and monitor/update the financial appraisal for the design to ensure the financial viability of the opportunity.
  • Oversee the setting up and implementation of a Sales and Marketing plan for the project in conjunction with the Sales & Marketing development function.
  • Prepare and present monthly/ad hoc reporting as required (e.g. Project Control Group, Investment Committee Papers)

  • Demonstrable experience leading the planning process to successful outcome - E
  • Demonstrable experience in managing the design of residential product - E
  • Relevant degree or equivalent & professional qualifications (RICS, RTPI, CIOB) - D
  • Should have a demonstrable track record in residential based design and project management on several development projects. - D
