Homes England will make this sustainable by creatinga more resilient and diverse housing market, with a focus on quality.To help achieve this aim, government has committed over £20 billion of capital invested and managed through Homes England. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in ageneration alongside unprecedented initiatives to open the market and regenerate places. The Agency is undergoing meaningful change to position itself to meet the challenge and deliver on behalf of government and the role of the Director, Portfolio Managementis at the forefront to lead and deliver this ambition.The roleThis is a unique opportunity to lead strategic delivery for an ambitious government agency currently reporting into the Chief Investment Officer (we are currently considering how our structure best serves the Agencys evolving objectives). As a member ofthe Agencys Senior Leadership Team, you will contribute, shape, participate and engage in the successful delivery of the Homes England strategic direction, and the investment policies and business plan for the Agency.Through effective leadership of a highly capable Portfolio Management team, you will be directly responsible for delivering the Agencys debt ambitions, deployed from our various Funds, accelerating delivery of key infrastructure projects and direct housing,whilst supporting diversification, innovation, and capacity in the market.Supporting the Governments housing agenda, as the Director, Portfolio Management you will be responsible for leading our established team to manage and monitor a portfolio of loan products to help Master Developers, strategic place makers and housebuildersface into the challenges of the sector. Acting either directly or indirectly through our lender alliances, we seek to bridge gaps through our funding interventions and increase the supply of liquidity to the market by sharing risk exposure and facilitate lendingthat would otherwise not happen, supporting the delivery of key infrastructure projects to unlock serviced land for housing development on large sites, and, through direct lending to housebuilders, the delivery of much needed additional homes by new entrantsas well as established developers and growing SMEs. The Portfolio Management team monitors and manages each loan through its entire lifecycle, which can be for >10 years, across circa 200+ building sites.Our strategy seeks to support a more resilient and productive supply chain through finance for new entrants and digitally enabled manufacture (modern methods of construction) and providing funding to unlock and accelerate strategic delivery of new homesand places through longer term infrastructure finance.But this is not just about money, we want to sponsor real change in the ability of our customers to grow and realise their ambitions. We want to support the development of new entrants, SMEs, and established businesses alike to make the most of their capitaland encourage diversity and resilience in the residential development sector.A critical part of this role is ensuring national investment and housebuilding targets are achieved through Homes Englands lending activity, delivering to business plan budgets and within the required timescales. The Director of Portfolio Management playsa key role in ensuring the team they lead successfully manages delivery risk, fiscal recovery and reputational risk.Building and maintaining strategic and effective relationships with senior officials in DLUHC and HM Treasury, and the wider Development sector is a crucial element of the role. Understanding the dynamics of the marketplace, and where there is failure inthe provision of support to the sector by market players informs the strategic direction of the Agency, including the targeting of our funds through new products and sub-sectors.The individual We are looking for a Director, Portfolio Management to lead and develop a team of c40 committed lending professionals, bringing relevant experience and knowledge of the residential and commercial real estate sectors, which includes Infrastructure funding onlarge sites. You will have a proven ability to motivate and lead teams in a real estate and lending environment, delivering effective support for both SMEs and institutional borrowers alike. The Director of Portfolio Management is responsible for the governance,stewardship & control, and reporting on the risks across all the Portfolio Management contracted loan book. The Director, Portfolio Management will support their team in key customer meetings, where it is required and be highly focussed on the developmentof team skills across lending and in managing emerging risks. The Director will ensure the team is devising and managing individual case strategies to ensure credit, delivery and reputational risks are managed robustly, in accordance with our Mission.
