Job Description

Service Manager (Designated Social Care Officer DCSO)SummaryLeading the Children with disabilities service, you will have overall responsibility for the financial and team management. You will also set the strategic agenda for the team, ensuring the serviceis meeting its statutory obligations. Within this position, a key part of the role will include acting as the Designated Social Care Officer for the local authority.As part of a national development programme for local authorities, the role of the DesignatedSocial Care Officer (DSCO) will support with statutory responsibilities for children and young people with Special Educational Needs and Disabilities.As the DCSO for NELC, you will support childrens social care compliance with the legislation and spirit ofthe Special Educational Needs and Disability (SEND) Code of Practice, leading to improved outcomes for children and young people with SEND.We are looking forThe ideal candidate for this position will have a high level of knowledge and experience of childrenssocial care, SEND and the ability to lead teams to high performance. You will ensure high quality social care input and engagement with the Education, Health and Care needs assessment and planning process, with a particular focus on how different roles withinchildrens social care (including early help) support the assessment, planning and review process.As part of your role, you will be involved in the development and delivery of training, as well as providing consultation and advice to professionals on morecomplex EHCPs. You will also be involved in the quality assurance and review of EHCPs.The position of DCSO will directly inform and influence the direction of wider SEND services through intelligence and insight. In turn, this contributes to influencingSEND organisational design and assisting in the development of 0-25 Children & Young People with Disabilities Service and its policies.Your Responsibilities Working collaboratively with Education / Children Social Care Directors and Heads of Service to ensuresocial care meet statutory responsibilities under the Children & Families Act (2014) and Care Act (2014), and to drive forward organisational culture change aligned to the SEND reforms. Constructively challenging the practice system, and partnership to ensurethere is a robust strategic response and clear processes and protocols in place that enhance SEND reforms, ensure our compliance with statutory guidance, and ensure the consistent high quality of EHCPs. Ensure CSC is reflected in the local offer, coordinatingEHC assessments with other social care assessments (CIN/CP/LAC reviews, PEPs etc.), understanding and experience in applying and managing various thresholds. Ensuring that service delivery is of the highest possible quality and promotes effective outcomesfor children with additional needs and disability. Informing strategic commissioners and leaders of services regarding integration of services as identified through the work of the role.
