Job Description

Based close to Liverpool Street Station, the successful Technical Services Manager (TSM / M&E Manager) will be responsible for the delivery of all M&E Maintenance and VT maintenance for a large complex multi-tenanted building. You will be the technical / engineering lead for the development and oversee technical contract delivery, supplier relationships and performance management.In order to be considered for this position you MUST be technically qualified (M&E) and have extensive experience of hard services operations / management. Your technical services management / hard services experience will ideally come from an Investor or Corporate property management view point.The successful candidate will be able to demonstrate a broad range of key engineering services management skills including negotiation, influencing, project management, change management and commercial acumen. Through a detailed understanding of Engineering issues, provide sound advice and support to the property taking into account legal and regulatory requirements, operating procedures and industry best practices, supply chain capabilities, impact of new technology and changing client/tenant demands.You will act as the property Engineering expert in regard to operational issues and be responsible for:

  • Monitoring and analysing supplier performance in order to identify trends likely to indicate poor performance or supplier excellence including the quarterly management of Key Performance Indicators and the associated Performance Measurement System
  • Collaborating with service providers to identify cost saving and service/value improvement opportunities
  • Investigation into and management of new technology, especially in relation to developments that will improve the sustainability credentials of the property
  • Establishing and maintaining the highest quality Health & Safety regimes for the property; Maintaining and keeping up-dated the Health & Safety Policy document for the property, which also includes liaising with external consultancies as required
  • Liaising closely with and monitoring the requirements and intentions of building occupiers, to better understand their needs, improve the standards of service delivery and facilitate good tenant relations.
  • Undertaking regular inspections of the property to monitor servicing, maintenance and compliance standards. Undertaking the following on a monthly basis:
  • Review the water hygiene log books, identify any non-conformances, and manage corrections through to completion.
  • Review the Fire Risk Assessment, identify any non-conformances and manage corrections through to completion. Checking that all statutory testing is completed in line with best practice.
  • Carry out 10% check on M & E monthly PPMs and external third party site visits. Ensure a complete audit trail is present for any identified works, ensure that they are managed through to completion with the M & E supplier.
  • Assisting the site GM with the site Engineering Audit conducted on a quarterly basis. Arrange and attend the follow up meetings.
  • Liaison with contractors, service providers, consultants and specialists; Obtaining of quotations for works required at the property.
  • Furthering the opportunities and needs for life-cycle and planned maintenance of M & E and fabric maintenance for the property
  • Organise and manage minor building and services works to the property as may be required; assist in project management of major schemes as required, to minimise disruption to occupiers
  • Understanding the principal terms of occupiers leases as they affect the facilities management of the property and the Clients obligations to provide services including clarity on the extent of the common areas.
  • Ensuring reactive maintenance and day-to-day service requirements undertaken in a timely and cost-effective manner.
  • Identifying and arranging minor planned works
  • Preparing site regulations and issue permits to work for all contractor activities on site.
  • Sustainability and energy management policy. Assist and liaise with building surveyors/architects/consultants on major works.
  • Disaster planning procedures to cover all emergencies. To help organise and co-ordinate fire evacuation and bomb drills.
  • You will be a strong communicator who is able to build relationships at all levels; Have strong analytical skills and an advanced knowledge of Excel and enjoy working in a client facing environment. Along with the hard service operations on this complex site you may also be involved in providing support to the development of the regional and national procurement strategies for hard services.In order to be considered for this position you MUST be technically qualified (M&E) and have extensive experience of hard services operations / management.
