Job Description

Principal Financial Accountant (Deputy S151 Officer) | Chorley and South Ribble Councils | Hybrid WorkingCastlefield Recruitment are delighted to be partnering with South Ribble and Chorley Councils who are looking to recruit multiple roles within their Finance Department to provide key support across both authorities. These posts will be supported by a highlyexperienced leadership team and offers driven individuals the opportunity to add significant value to the CouncilsThe Principal Financial Accountant role will report to and work closely with the Director of Finance (Section 151 Officer) and will be responsible for the providing a high providing high quality financial and corporate accounting services, and quality treasurymanagement across both Chorley and South Ribble Councils and their subsidiary companies.Responsibilities include;

  • Working with the administrations of both Councils, to develop and deliver their respective Medium Term Financial Strategies and balanced budgets
  • Play a key role in developing and delivering the Councils transformation programmes, particularly in relation to delivering efficiency savings, the development of shared services and a single operating model
  • Responsibility for the delivery of relevant and timely advice and guidance to Members, the Senior Management Team, Directors, Heads of Service and Budget Holders at both councils
  • Supporting the Finance Team to ensure accountancy, financial systems and exchequer services are creative and innovative in supporting both councils to achieve their organisational objectives
  • Deputising for the Director of Finance when required, including attending Council Committee meeting, Joint Committee meetings, and Member meetings
  • Management and development of Finance team, including line management of Senior Financial Accountant and Financial Accountants
The successful candidate;
  • CCAB/CIMA qualified Finance professional with significant post qualification experience and evidence of continuing personal development
  • Significant experience of managing relevant teams/areas with demonstrable success
  • Experience of delivering the closure of accounts and the production of statutory accounts
