Job Description

Job Title: Payroll OfficerBusiness Unit: PayrollReports to: Payroll & Systems Development OfficerPurpose: -To be responsible for the timely & accurate payment of CBC employees (approximately 1000 payments per month)- To deputise for the Payroll & Systems Development OfficerRole Definitions Primary Accountabilities and Deliverables:Requirements:The post holder must, at all times, carry out their duties and responsibilities to comply with the Borough Councils’ policies/procedures.

  1. To be responsible for the accurate preparation & timely calculation of the monthly payroll (including BACS & RTI submissions) on a computerised payroll system, and ensure that the related accounting records are accurately maintained.
  2. Reconcile and pay over all payroll deductions (e.g. income tax, superannuation, national insurance, trade union subscriptions, etc.), and meet necessary reporting requirements in line with GDPR requirements.
  3. Deputise in the absence of the Payroll & Systems Development Officer, and take full responsibility for the control of the Payroll.
  4. To be knowledgeable of senior level tasks including tax year end & reconciliation, pension year end production & rebanding tasks, plus extensive systems development including functionality testing when required.
  5. Answer employee queries, plus complete necessary payroll forms & advise staff and/or Managers in relation to pay, tax, national insurance and pension, escalating issues to Head of Service and client as appropriate.
  6. To be responsible for ensuring compliance with statutory auto enrolment requirements in line with contractual pension requirements of the local government pension scheme (LGPS).
  7. Any other duties that are equal/similar to your current grade & responsibility level.
Essential:
  • Extensive experience of working in a complex Payroll function, including thorough knowledge of payroll & related legislation, including auto enrolment regulations.
  • Extensive knowledgeable of the payroll calculation process including BACS & RTI transmissions, plus month & year end payroll routines.
  • Experience of working on integrated HR/Payroll computerized system.
  • Ability to work to deadlines & under pressure.
  • Good organizational skills.
  • High level of inter-personal skills.
  • Strong IT skills.
  • Desirable:
  • Experience of working with Local Government payroll, including knowledge of Local Government terms & conditions, & Local Government Pension Scheme or a similar complex pay structure
  • Knowledge of ResourceLink HR/Payroll computerized system
  • Qualified to IPP or similar qualification in Payroll

  • Payroll team currently consists of 1.75 Payroll Assistants who report into the Payroll & Systems Development Officer who is responsible for Payroll department.
  • You may be required to carry out those duties at your present workplace or at another council site.
  • On occasions, it may be necessary to work an extended hours to complete the payroll preparation on time.
