Job Description

Role: StatisticianContracting Authority: Central GovernmentContract Length: until 24/3/2021Location: Croydon or Westminster - WFH currently, some visits to ports may be requiredIR35: In ScopePay Rate: £495.60 MAXSecurity Clearance: SC (this is must be active)Skills (including specialist skills) and/or knowledge required:1. Statistical skills - Must have a good grasp of sampling methods and other statistical methods. Must be able to use relevant software (preferably R) to analyse large data sets.2. Operational research skills - Operational research skills such as systems thinking.3. Deliver results - Must be able to manage a project and deliver results in set timescales, overcoming barriers and managing risks.4. Collaborative - Must be able to engage a range of stakeholders to ensure successful delivery of the programme. The candidate must be able to engage stakeholders in the purpose and vision for the programme and be able to work closely with operational stakeholders to negotiate and co-ordinate operational activities to generate an evidence base. The candidate must also be able to work well with the wider analytical team, demonstrating and role modelling the values consistent with the Civil Service Code: integrity, honesty, objectivity and impartiality.5. Changing and Improving - Must be able to change and improve operational processes with a creative and problem-solving attitude.Qualifications and Experience required1. A degree in a quantitative subjective, or a subject with a significant quantitative subject, which is able to demonstrate understanding of statistical methods. Evidence of substantial applied experience would be required if no formal qualification is held.2. Evidence of applying statistical methods and other analytical methods to solve or provide insight into business problems.3. Experience delivering analytical programmes in an operational environment.4. Experience working with both analytical and non-analytical stakeholdersDeliverables for the engagement:1. Robust threat and vulnerability estimates for a prioritised selection of freight routes from Europe to the UK, delivered through the co-ordination and deployment of operational resources to perform random sampling and analysis of results to provide insight. The output should be in the form of a written report and/or presentation accompanied by raw data spreadsheets and supporting analysis in appropriate programme. Data collection methods and analysis must be quality assured and signed off by the team leader/Head of Unit prior to the end of the contract term.2. A bottom-up understanding of vulnerability for a prioritised selection of freight routes, developed in the form of port process maps and reports. The output should be in the form of a written report and/or presentation accompanied by raw data spreadsheets and supporting analysis in appropriate programme. These outputs should be assured with operational stakeholders and evidence of the assurance process should be provided alongside any findings or reports.3. Scoping of future solutions to improve and maintain understanding of threat and vulnerability across freight routes from Europe, including scoping of data led solutions. Output will be in the form of a report.4. Take forwards alternative methods to understanding threat or vulnerability (e.g. red teaming), with outputs to be provided as a report. Required skills
