Positioned within the Organisation Development and People (ODP) function, working closely with stakeholders at all levels across the council, to ensure we recruit the right people in the right roles. The Senior Resourcing Support Advisor will have in-depth knowledge of recruitment related matters, with a focus on the development of Essex County Council (ECC) temporary worker talent attraction and day to day management of our temporary workforce. Responsible for ensuring ECCs temporary workforce enjoy a positive and fully supported experience during their assignment and acting as a senior point of contact for the hiring community. Demonstrating leadership and management skills and behaviours that motivate and inspire teams to deliver customer focused professional advice, support and guidance. Highly skilled in delivering first line solutions, with previous recruitment or candidate care experience and proficient IT and database skills. Acting as a role model with a flexible approach and the ability to build effective working relationships across ODP and the wider Council. About the opportunityResponsible for the operational delivery of temporary worker recruitment services and resources, ensuring effective resource management, productivity, positive temporary worker candidate care experience and quality of service.You will provide expert advice and guidance to our temporary workforce, hiring managers and temporary worker service provider, acting as a subject matter expert for escalated customer enquiries.Leading, motivating, supporting, empowering and inspiring your team to deliver high quality advice and guidance, promote and grow our ability to access talent and deliver exceptional customer service, across the wider recruitment team, role modelling service excellence.Acting as the ECC contract manager for our temporary worker services partner, Matrix SCM, providing the conduit between the hiring community, temporary workers and agencies whilst being accountable for the performance of a team, setting clear direction through challenging but achievable goals; harnessing the talent of the team to delivery high quality customer contact and effectively managing all aspects of performance.About youThe successful applicant will hold relevant experience running temporary worker recruitment services and resources. This includes a good working knowledge of legislation such as Agency Worker Regulations (AWR) and Off-Payroll Working (IR35). You will have a track record of inspiring performance, managing and leading a team, with evidence of coaching across an organisation to increase capacity and enhance knowledge. Strong verbal and written communication skills will be second nature allowing the post holder to build effective working relationships with colleagues and customers across a functional area and a wider organisation. As part of employment with Essex County Council (ECC) should your role require a DBS check you will be required to register with the DBS update service. The DBS update service ensures all registered DBS certificates are kept up to date and allows authorised parties to view the status of your certificate. This is an annual subscription and you will be responsible for ensuring this is maintained.
