Job Description

Job PurposeThe Council is working with a Systems Implementer to manage the transition to Oracle Fusion. The Councils subject matter experts (SMEs) in finance, payroll and human resources are working alongside the appointed Systems Implementer.The Council wants to complement its own team of HCM (Human Capital Management- payroll and HR) SMEs with somebody able to understand how Oracle Fusion works in order to work with the Councils SMEs as well as the System Implementer to complete defect resolution effectively and within the required timescales.This work may also further highlight the need to review some current business processes and work will need to be undertaken to ensure these are in place for go live of the new system.Further expertise and support is also required to support archiving, reporting, data migration to ensure that all data is effectively migrated to Oracle Fusion and fully reconciled within the required timescales.The role will also require exceptional analytical, problem-solving and communication skills.Service/Functional AccountabilitiesSupport data migration activities, including reconciliations.Report and letter buildingSupport UAT Test defect management and resolution, utilising technical knowledge to supportSupport with the archiving solution, APEXImplementation knowledge past go live (hypercare phase)Support System Admin knowledge and set up with extensive knowledge for HCMSupport System Admin knowledge with knowledge of the security consoleSupport in the implementation of the Oracle Digital Assistant.Work closely with all members of the HR & Payroll workstream, leading on or contributing to deliverables, ensuring that outcomes are on time and of a high quality.Link with programme team members across the other workstreams within Finance & Procurement to ensure cross functional alignment and build and maintain relationships, ensuring that core HR decision points are supported by decisions made in other workstreams.Work with business design & continuous improvement teams as well as change management and learning & talent to ensure a successful delivery of interconnected corporate systems with a focus on HR & Payroll and ensuring delivery of identified benefits.Proactively recommend, support and embrace changes in the programme and contribute to implementing innovative/continuous improvement to business process.Responsible for the translation of technical vocabulary and knowledge into understandable business language to drive up the functions knowledge and appreciation of the capability of available technologies.Skills, Knowledge and ExperienceSignificant Oracle Cloud expertise, primarily in HCM, particularly payroll.The HCM experience should include integrations, data migration, testing, go live activities, reporting, archiving, system admin for HCM and hypercare activities.Experience in financial modules, including PBCS would be an advantage.Experience in Oracle Digital Assistant would also be an advantage.Experience of working in a project / programme environment with demonstrable knowledge of change management, business process re-engineering processes and the stages and phases of project and programme management. Able to identify risks and issues and create mitigation plans.Highly motivated with excellent attention to detail, a result orientated approach and continually seeking to improve. Able to demonstrate good learning agility through the ability to develop skills and experience within role.Knowledge of data protection, information governance and associated requirements.Key milestones to noteThe role will facilitate delivery of the new Corporate Systems Project following key milestones:User Acceptance Testing - 14th June to 10th September 2021Data Migration, DM3.5- 9th August to 15th August 2021PPR1- 12th July - 23rd July 2021PPR2- 9th August - 3rd September 2021Archiving solution (APEX)- June to September 2021Cut over activities- September 2021Go live- 4th October 2021Hypercare - 4th October to 31st December 2021This position will initially, in line with current government guidance be based from home, with an expectation of being home based for the foreseeable future.
