Job Description

Please Note: This role will close at 00.01 on 16.01.23, we advise that you submit your application by midnight of 15.01.23.This role is a field-based position, covering Wales and working to the Ofcom Cardiff Office. The candidate will also need to be flexible and able to cover other areas in the event of annual leave or sickness.Team OverviewSpectrum is a vital resource used by almost everyone - consumers as well as businesses and it touches our lives every day. The spectrum connects our mobiles, wireless headphones, tablets and computers. It enables our key fobs to unlock our cars, the Met.Office to forecast the weather, satellites to measure the climate, concerts and productions to be seen and heard. TV and radio broadcasting would not exist without it. Without access to vital spectrum, police, fire, ambulance, the coastguard and air trafficcontrol would not be able to communicate - its that important.Spectrum Assurance is a large team consisting of two core elements: the network of field-based Spectrum Engineering Officers and the Spectrum Management Centre (SMC), Ofcoms 24-hour operations hub. The field-based team is split into four geographic regions.Each regional team has c10 spectrum engineering officers which includes 2 senior engineers who will help each other manage and protect the UKs radio spectrum, delivering a wide range of vital services to the UK businesses and consumers. The Spectrum Assuranceteam is ISO9001 accredited and operates a policy of continuous improvement.This unique opportunity will play a crucial role, inspiring the team to meet Ofcoms ambition to, "make communications work for everyone". You will work with fellow SEOs to assist the management team to help steer appropriate spectrum management.Spectrum Engineering Officers not only provide advice and assistance, where necessary they undertake enforcement action to resolve interference issues. SEOs will additionally monitor and proactively investigate improper use of the spectrum, to keep UK businessesand consumers on the air.Purpose of the RoleThe key purpose of the role is to deliver high quality spectrum assurance to services and spectrum users. This requires first class radio engineering and enforcement skills.You will be a member of the England West regional team responsible for a geographical area and reporting to an Operations Manager. You will deliver excellent services to licensed stakeholders and citizens in the area. You will carry out your duties in twodistinct ways:You will be assigned casework from the Spectrum Management Centre where this casework has been triaged as harmful interference. All contact and relevant information will be provided on the case, and it will be your responsibility to investigate further usingspecialist radio detection and spectrum analyser equipment within your plant. Once the interference source issue has been identified, you are expected to manage stakeholder relationships to resolution. This can range from amicable to conflict using enforcementand investigation skills when these circumstances arise.In addition, you will manage the radio spectrum within your geographical area by monitoring and investigating unlicensed spectrum use. As above, once located, you will have the skills to investigate and fully evidence any criminal offences found. This caninclude providing criminal investigation files.Key responsibilities

  • Responsible for maintaining high engineering standards and ensuring all harmful interference issues raised are resolved within KPIs.
  • Responsible for investigating and resolving unlicensed used within geographical area within KPIs.
  • Support the well-being, flexibility and inclusion of Ofcoms values.
  • Responsible for own equipment plant and vehicle, finances and H&S.
  • Meet with stakeholders within your geographical region.
  • Manage own technical, sensitive and complex casework.
  • Provide support to fellow colleagues and assisting when required.
Skills, Knowledge and experience
  • Good understanding of interference mechanisms and resolution.
  • Good understanding of the WT (wireless telegraphy) Act.
  • Good understanding of electromagnetic compatibility regulations.
  • Good understanding of radio equipment regulations.
  • Working knowledge of the criminal justice system and criminal law procedures.
  • Excellent stakeholder relationship skills and customer focus skills.
  • Excellent conflict avoidance skills.
  • Experience of working in a geographical disparate team.
  • Appreciation of and desire to promote Ofcoms values of: Excellence, Agility, Empowerment, Collaboration and Respect.
  • Ownership and delivery of performance and service levels.
  • Detailed knowledge of safe working practices / H&S.
  • Full drivers license
QualificationsTechnical qualification - HNC/D in a technical discipline, or able to demonstrate equivalent experience and knowledge.
