Procurement and Contracts ManagerCardiffSalary: £45,753 - £51,668 plus 27% PensionPerm - Remote workingJob Summary/Job Purpose:To lead procurement, contracting and commercial activities for the business in accordance with the current Strategies and policiesTo provide a highly specialist knowledge base about the businesses, its Services, Projects and relatedsuppliers / markets and to provide expert briefings, updates and assistance, as required at bothstrategic and operational levels. To include monitoring and researching other sources of interestsuch as OJEU publications, the media, supplier websites, market research data and best practiceguidance and providing specialist representation in meetings with suppliers and otherstakeholders.*To lead, develop, maintain and implement the Organisations supplier engagement strategy (ies)ensuring senior level ownership and programme-wide compliance.*To manage the Contract portfolio in an efficient and effective manner which allows for the*creation, renewal or cancellation of arrangements to required timescales, ensures that the way in which arrangements are let and managed achieves value for money, through benchmarking and other activities, and identifies any opportunities to improve quality and value.*To build and maintain effective supplier relationships to ensure that Contractors performanceconsistently meets and at times exceeds the Programmes expectations and that the Programme is regarded positively by the market.*To provide supplier intelligence support for the planning of procurement processes, and fittingprocurement processes into wider project activities such as business case preparation, etc.*Working closely with the procurement team and other key stakeholders to ensure that contractstransition effectively from procurement into contract management and delivery.*To establish and maintain systems for monitoring the effectiveness of contracts and operate aresponsive procedure for dealing with problems.*To undertake complex procurement activity in accordance with Business Plan and any other strategic requirements*To coordinate the procurement and overall management of temporary resources employed within the organisations under Commercial Agreements.*Ensuring compliance with Trust Standing Financial Instructions, Standing Orders and appropriateprocedures and protocols including procurement best practice within the Programme, supported as appropriate by the Programmes Procurement and Legal Advisors to support the ongoing development, management, issue and use of standard protocols and procedures, documentation and templates, etc. to ensure that contracts and/or other commercial interactions are managed appropriately.*To provide advice and guidance to employees and other stakeholders, in accordance withand in addition to the standard procedures, on relevant procurement and supplier managementmatters through a variety of means including telephone, email, meetings and written correspondence.Qualifications and/or Knowledge*Educated to Masters level or equivalent.*Evidence of post graduate development - education and/or training and CPD or equivalent experience*Chartered Institute of Purchasing and Supply qualified or equivalent qualification and/or experience.*Application form and pre employment checks*Working Multi-million-pound contract management*Experience In depth experience in managing commercial relationships and/or contracts*Experience of leading complex procurement activity*Excellent communication skills and interpersonal skills when dealing with highly complex andsensitive information to and from a wide range of stakeholders on commercial issues acrossorganisational boundaries*Experience of resource planning and management, including the use of appropriate tools andtechniques.*Understanding of the structures and key stakeholders.Certes Computing (and all of its subsidiary companies) is committed to promoting equality and diversity in its business operations.
