Acorn is looking to recruit a Noticing Manager with strong knowledge of streetworks together with experience of dealing with high volume of highway authorities to join our client, a national utilities provider. PurposeTo manage the Streetworks Compliance Team and Reinstatement Back Office engaged in supporting the business in meeting its statutory and regulatory requirements. Provide the necessary policy and guidance in all streetworks related matters, ensuring consistency, accuracy and compliance for streetworks activities across all workstreams.Key Accountabilities* The management of the Street Compliance Team and Reinstatement Back Office, including the effective, accurate and timely management of:oPermits and noticesoPublic and private reinstatement requestsoSection 72, Section 81 and Section 65 notifications, coring programmes, etcoStreetworks liabilities and costsoCommunications with highway authorities* Monitoring and reporting streetworks compliance, provision of MI, engaging with the business to identify areas for improvement* Ensure records of streetworks and reinstatement activities are accurate and maintained in a timely fashion, to satisfy business and legal requirements* Managing street works liabilities and costs (e.g. Permit fees, defect and inspection costs, Section 74, FPNs, etc) * Developing and maintaining strong working relationships with highway authorities, ensuring representation at regional and local HAUC and, co-ordination meetings* Review and implement changes in streetwork regulations, codes of practice, etc, ensuring the business is compliant * To provide support to operations and the planning processes, and to assist in the achievement of NRSWA objectives and legal compliance, minimising costs incurred to the business* Management and reporting of GSOP2 (private reinstatement) * To provide a customer orientated NRSWA process, meeting standards of service and exceeding customers expectations* Work within and promote Companys core values to achieve business objectives and continuously improve performance* Conduct qualitative and quantitative assessments/inspections on work carried out to ensure that appropriate standards are maintained or improved in terms of quality and regulatory reporting * Manage sickness / absence and disciplinary procedures for direct reports, to ensure compliance with company policy. * Participate in the process of agreeing performance objectives, reviewing performance, identifying development and improvement plans and monitoring staff progress against targets to the timescales set by the business. Technical Know-How & Skills* In-depth understanding of the statutory requirements under the NRSWA Act 1991, Traffic Management Act 2004 and the relevant Codes of Practice, regulations, statutory guidance, etc * Understanding of Streetworks noticing (Wales) and permits (England) protocols and requirements* Technical knowledge of Streetworks software applications (e.g. Symology Insight, DfT Street Manager, etc) and experience of using SAP* Streetworks Supervisor Qualification* Understanding of all aspects of Streetworks compliance (e.g. noticing/permits, SLG, reinstatement, co-ordination, coring, etc)* Strong leadership style Acorn Recruitment acts as an employment agency for permanent recruitment.
