Job Description

A new, exciting opportunity for an experienced HR Business Partner to join a large governing body based in South Wales on a temporary, ongoing basis.You will be responsible for the development and delivery of high-quality HR Business Partner support services in line with the organisations evolving People Management Strategy and wider corporate objectives.Client DetailsPage Personnel are happy to announce a new opportunity for a HR Business Partner to join a large governing body based in the South Wales area.DescriptionThe key responsibilities of the HR Business Partner include:

  • To play a key role by working closely with all managers in assessing and anticipating workforce needs and influencing, delivering/commissioning appropriate responses.
  • To be accountable for the delivery of lead HR support to managers on change management and service transformation programmes, including TUPE, restructures and the design of alternative service models.
  • To provide front-line advisory and coaching support to managers in the optimisation of employee performance, attendance, engagement, and the effective and consistent application of HR policy.
  • To contribute to the development and delivery of HR related organisational development programmes in line with the organisations People Management strategy including that relating to workforce and succession planning, performance management, wellbeing andstaff engagement.
  • To be accountable for providing lead support and professional advice to managers on a complex range of individual casework issues including that relating to discipline, grievance, capability, safeguarding absence and performance management, and redundancies.
  • To deliver regular HR surgeries/workshops in order to update managers on the latest employment law changes, on areas of policy development and on the working through of service-based concerns/issues.
  • To contribute to the development of proactive and preventative work programmes to help reduce workforce conflict and deal effectively with conflict when it arises and seek to resolve workforce challenges rather than the symptoms of the challenges.
  • To undertake project work and related research activity to support the development of best practice HR/OD policy, procedures and practice.
  • To deputise, as appropriate for the Principal HR Business Partner at meetings and working groups and provide support in promoting the HR Business Partner Model.
  • To attend statutory procedural meetings as the HR lead providing key advice and guidance to contribute towards the decision making process.
ProfileThe successful HR Business Partner will have:
  • Chartered CIPD qualified or able to demonstrate competence through considerable equivalent experience.
  • Evidence of continuous professional development.
  • Proven professional HR generalist experience within a challenging HR environment.
  • Proven experience of contributing to the delivery of effective HR/OD projects and interventions.
  • Proven experience of a range of employee relations practices and the development and delivery of related policies.
  • Detailed knowledge of the different Terms and Conditions of employment within a local authority.
  • Demonstrable experience of change management.
  • Sound knowledge of employment law and its application.
  • Understanding of organisational development principles.
  • An awareness and understanding of the political sensitivities and the respective roles of members and officers.
  • Experience of building effective relationships with colleagues
