Job Description

Compliance and Facilities Manager Cardiff Social Housing sector Permanent £45,000-£48,000 Agile/Flexible working BRC are working with a housing association based in Cardiff who are looking for an experienced Compliance professional with experience in social housing. This is a fantastic opportunity to join a housing association which has grown from a small housing association to be one of the largest providers in South Wales in the last 50 years. They work across nine local authority areas in Wales and help over 16,000 people each year and have a turnover in excess of £60 million.Main Responsibilities: Ensure that appropriate strategic and operational frameworks, systems and controls are in place to comply with their regulatory and legislative responsibilities for the housing and care stock. Responsible for providing a quality service with high levels of customer satisfaction, ensuring services are efficient and provide value for money and are delivered in line with agreed budgets and performance targets.The duties involved in this role encompass multiple elements such as Service Development, Colleague Management, Performance Standards, Financial Control, Promoting Safety and General Health and Safety. Reporting to the Director of Asset Management, you manage a small team of Surveyors, Compliance Officers, Administrators, Facilities and Estates Officers.

  • Safeguard the Health and Safety of our residents, ensuring that all statutory requirements governing the entire asset base are met, as well as conditions set by insurance policies and regulatory bodies, ensure that these obligations are formally documented and implemented
  • Develop and implement the strategy through which assurance is provided that all of the assets comply with current and future legal and regulatory requirements
  • Develop, manage, monitor and improve the systems, processes and policies through which asset compliance is delivered
  • Meet quality and value for money criteria through continuously improving the performance and efficiency of the delivery of the asset compliance strategy
  • Act as the pivotal point for auditing of compliance, agreeing terms of reference and engaging with the audit process as a means of providing assurance to the Board
  • Act as the responsible person for regulations governing gas safety, electricity, asbestos, fire risk, legionella, radon and other requirements arising from the ownership and management of our assets
  • Requirements:
  • Relevant professional qualification eg RICS, CIOB, IMBM
  • Educated to degree standard or equivalent level of knowledge and experience
  • NEBOSH or equivalent qualification at certificate level
  • Up to date knowledge of relevant regulations and legislation relating to asset management
  • Experience of creating, implementing and managing housing asset compliance strategies
  • Proven experience of team management
  • BOHS P405 Management of Asbestos in Buildings or other relevant qualification (desirable)
  • BOHS P901 Legionella - Management and control of building hot and cold services (desirable)
  • CEN1/CPA1 or equivalent certificates of competence in gas installation (desirable)
  • Proven ability to analyse complex financial and business data to provide solution and recommendations
  • Good understanding of the asset appraisal and (re)development process
  • Deliver and manage budgets and make sound financial and commercial decisions, continuously striving for better value for money
