Job Description

Head of Health and SafetyRole:To be the legally competent person and professional adviser to the Executive Team and Chief Executive as required on all aspects of health and safety which may affect the company.Purpose of job:To co-ordinate, support and advise company on all aspects with regards to Health and Safety. To establish, manage and monitor standards, processes, communications, training and systems to ensure all responsibilities associated with Health and Safety withinthe Trust are adhered to.Responsibilities and Accountabilities: Lead the development and implementation of the companys Health and Safety Strategy. Ensure that moral, legal and financial regulatory compliance for HSE is maintained at all times. Represent H&S across all Trust site projects. Undertake, maintain, and review all Risk Assessments & Safe Systems of Work Provide assistance with third party H&S Audits and ensure resulting corrective actions are brought to a satisfactory conclusion. Provide impartial, competent risk focused professional health and safety technical expertise to schools across the Trust. Develop a suitable internal audit plan and undertake regular audits across the Trust, monitoring compliance local working practices/procedures, ensuring appropriate corrective action is identified, prioritised and taken on any significant or uncontrolledhazards. Establish a full programme of documented health & safety inspections, tests, calibration, audits and checks. Provide technical expertise in the investigation of accidents and incidents, with regards to root cause analysis, breaches of legislation, actions for future prevention and improvement. Undertake and co-ordinate accident investigations and ensure relevant control measures are implemented, including maintenance of all statistical date in relation to accidents. Coach and mentor relevant staff to enable effective investigations for all types of incidents. Represent the company where necessary in instances involving enforcement agencies such as the HSE, to provide detailed and accurate information and explanations as necessary with regards to investigations and potential enforcement actions. Mitigating thepotential impact of interventions. Represent the company at all H&S JCNC (union) meetings Represent the company where necessary at Premises and IT committee and chair the core H&S committee. Develop a culture of continuous improvement and technical excellence in health & safety practice. Responsible for ISO management systems, including document review and update, and ensure ongoing accreditations - ISO 9001, ISO 14001 & ISO 45001. Responsible for developing and delivering improvement plans across all sites and businesses and working with site leaders to drive best practice sharing. Ensure all health and safety procedures, such as safe systems of work, fire safety compliance COSHH assessments, DSEAR assessments and discharge consents, are followed in line with relevant regulations. Ensure that all Health & Safety policies, procedures, rules and regulations are adhered to and are regularly reviewed, updated and communicated. Ensure the Trust meets its statutory obligations in all areas pertaining to health, safety and welfare at work, including statutory training and reporting. Ensure the completion and regular review of risk assessments for all work equipment and operations in conjunction with schools and site leads. Ensure that safety inspections are carried out, fire drills and fire alarms are correctly reported, safety inspections, risk assessments and lone working procedures are managed, and employees are aware of their responsibilities. Conduct H&S inductions for new starters and refresher training, including company policies and procedures. Ensure full and accurate health and safety and training records are maintained in conjunction with HR. Establish a structured programme of health & safety training throughout the Trust. Liaise with external health & safety consultants in the provision of training programmes and health and safety services. Keep up to date with all aspects of relevant health, safety & welfare at work legislation and communicate relevant changes to the business. Provide regular reports to relevant Trust Committees on health and safety activities.
