Job Description

Purpose of the role A globally diverse institution with over 10,000 members of staff that was founded in the early 1200s are currently seeking a Senior Procurement Manager to work for them on a Permanent basis.This purpose of this role will be to lead on the development and delivery of procurement strategies utilising procurement best practice.The role holder will manage work streams across various departments within the category/s they manage. Support current requirements, design sell and implement solutions that reduce costs and risk. Contribute to the Estate Management Strategy "Creating placesfor people who change the world", along with Team objectives.Main Duties and Responsibilities: Strategic Procurement

  • Develop procurement strategy and policy for Estates Division (ED) incorporating guidance from other Senior Officers with regard to The Institutes Procurement Procedures, Financial Regulations and the law.
  • Carefully consider responsibilities, risks and liabilities of all procurement activity.
  • Support the Head of Estate Procurement in the development of Phase 2 Procurement Strategy and deliver to this strategy.
  • Develop best value framework contracts, work with Purchasing Consortiums and ensure effective communication of purchasing advice and information.Collaborate and communicate with Procurement Services and other purchasing staff on existing and new regional and national contracts ensuring ED needs are met, consideration is given to internal and funding body requirements and that ED makes the best use ofavailable resources.
  • Develop and maintain a range of standardised procurement documents applicable to ED to ensure consistency with procurement policy and best practice. Non-procurement professionals can use the documentation to complete low-level/low risk purchasing with minimalinput from Procurement team.
  • Develop and manage an integrated procurement system which includes a Contract Register and a fully documented audit trail for all procurements.
  • Maintain quality control over the issue of contract numbers.
  • Liaise with Finance Director and Cost Consultants to ensure finance is available for all procurement activity, thereby supporting the financial performance of ED.
  • Review procedures and documentation produced by non-procurement staff in the performance of tendering and in the evaluation of bids for construction contracts, including the adoption of whole life costing techniques where appropriate.
  • Devise, develop, promote and deliver procurement-led transformation programmes, strategic sourcing & cost reduction initiatives in order to achieve improved value for money for the Institute.
Operational Procurement
  • Ensure all aspects of procurement within ED comply with statutory requirements
  • Manage sourcing, e-tendering, negotiation, selection and contracting services with the objectives of reducing risk, maximising value, ensuring compliance with statutory requirements and delivery to the objectives of ED.
  • Oversee the preparation of tender documentation by consultant team to ensure the policy and practice is adhered to.
  • Management of the negotiation process with the preferred supplier, draft contracts using existing templates, produce GATE A/B papers, and seek approval in line with governance
  • Manage supplier engagement prior to launch of tender, and supplier communication following launch of tender, to ensure a fair and transparent process is delivered.
  • Manage the evaluation of bids to ensure technical expertise is captured and the wider implications of both the tender and each supplier are fully understood.
  • Organise and attend selection panels (with appropriate technical input from members of ED), provide formal records to support audit trail.
  • Manage the negotiation process with the preferred supplier.
  • Produce detailed decision reports in the placement of all major appointments and ensure effective records of all ED procurement and contracting practices are maintained for audit purposes.
  • Ensure performance evaluation and benchmarking is captured so that decisions relating to contract extensions or retendering are satisfactorily evidenced.
  • Oversee the production of contract extensions, ensuring that ED policy is adhered to and best value is obtained.
  • Undertake special project work as required.
  • Responsible for designing and delivering presentations/coaching to others outside of the team
Line Management
  • Allocate tasks, check the quality/ quantity of the work and provide informal feedback on the standard of the work.
  • Introduce team members to new processes and procedures.
  • Undertake formal staff review and development processes, manage staff welfare issues, identify training and development needs of an individual or team, undertake formal performance management for individuals as required.
Essential Experience
  • Strong Supplier relationship/stakeholder management experience
  • Experience of working on public sector Procurements
  • Strong experience of working within the Estates Category
  • Use of e-tendering systems.
  • Managing procurement projects >£50m
  • Line management and developing direct reports
  • The ability to initiate, plan, coordinate, execute and close down a project to meet the objectives and timescales
  • High level of literacy and numeracy
  • Strong analytical ability. Must be able to analyse data and create presentations
  • Understanding and being able to conform to PCR2015
Desirable Experience
  • CIPS Level 4
  • Innovative, Creative and Commercially/Financially astute; excellent communication
  • Report writing
  • IT literate
  • Honesty and integrity are paramount
