Job Description

Programme Manager Meyer Scott Ref: VR/08438Location: CambourneSalary: £18.58 - £22.05 per hourType: Temporary - 6 monthsOverview South Cambridgeshire surrounds the city of Cambridge and is one of the most economically successful and fastest growing districts in the UK. The district has a population of around 156,000, which is forecast to rise by almost 30% over the next two decades.This demographic change will present the council with a number of challenges in terms of configuring its future services, prioritising services to meet changing demand and the nature of support the council provides to communities.The council has recognised that to deliver our priorities, we need to transform the way which the council operates, ensuring the council upholds values of transparency, responsiveness, openness, and honesty in all areas of the council.Our priorities for the council, our area and our communities are to;

To achieve these priorities, South Cambridge District Council is establishing an exciting, unique, and ground-breaking programme of transformational change to deliver its new operating model.Purpose The Programme Manager is the key officer focused on the development and implementation of a substantial strategic re-organisation of the Council to deliver on the priorities of the administration and meet the new challenges and opportunities facing localgovernment. The person will be responsible for management and oversight of related projects to achieve the desired outcome, structuring and controlling those projects and their interdependencies so they collectively deliver the capability of our overall programmeoutcomes. This will include providing direction and guidance to the wider, multi-disciplinary programme team.The role is responsible for the overall integrity and coherence of the councils programme and has significant autonomy in their own area of expertise. The person will also act as a champion for the overall programme and act as a leader and coach on theindividual projects.The post-holder is expected to work without routine supervision. It will require a motivated, self-starter who can hold a range of senior and junior officers to account in terms of delivery, deadlines and risk and issue management. The postholder shouldinspire trust and confidence and be able to work in a complex environment where difficult and sometimes contentious decisions will need to be made. The postholder will need to demonstrate a high level of integrity, working with conviction to achieve the successfuldelivery of the programme.The Programme Manager will be required to work, as directed by the by the Organisational Design Programmes Senior Responsible Owner (SRO) on the development, design and successful delivery of a range of projects as part of the implementation of the OrganisationalDesign Programme. The role will lead this ambitious and exciting programme of transformational change where project managers will need to work to challenging deadlines and timescales and drive innovative proof of concept work where there is often no pre-definedroadmap but where there will be clear outcomes and benefits to be achieved.The post holder will work with the Organisational Design Programme Board and in particular the Senior Responsible Owner and change manager on the design and delivery of the councils change programme(s). This includes overseeing the delivery of a range ofcomplex, transformational change projects, including mobilising service designs and other enabling projects such as information as an asset management capability and organisational development. These projects aim to support efficient, effective, and qualityservice delivery within the context of achieving the councils strategic outcomes.Key Responsibilities Programme Management
  • Embedding formal programme management, project management and service design frameworks.
  • Development and maintenance of programme documentation, strategies, and plans.
  • Ensuring effective implementation of the programme and associated projects.
  • Responsible for identifying and managing dependencies and the interfaces between projects.
  • Monitoring programme delivery.
  • Provision of guidance, leadership, direction and advice to project managers and their teams within the programme.
  • Resource management within the programme, including programme budgets of a potentially significant size.
  • Stakeholder engagement and communications.
  • Reporting the progress of the programme progress to the Programme Board.
  • Managing programme risks and issues and for facilitating resolution of key issues.
  • Provide an escalation point for issues emerging from projects within the programme.
  • Responsible for managing external consultants as required.
