Job DescriptionWe have a great role for one of the large government organisation for a 6 month project.Operational Performance:Identify, procure and project manage a programme of corporate renewable energy and energy efficiency projects across the Councils portfolio of buildings to deliver significant reductions in carbon emissions, reductions in energy consumption and financialsavings.Develop corporate polices, strategies, targets for energy management liaising with CCC managers and stakeholders. Including write and maintain an energy policy, strategy and action plan.Discover and secure available funding opportunities for any energy initiatives available from utilities companies, government departments or any other funding routes in order to maximise the income to the Council from such schemes and/or deliver environmentalimprovements to Local Authority corporate buildings and housing stock.Lead in all matters relating to energy procurement and usage across all Council properties and to provide specialist advice on opportunities for participation in any energy-saving or grant funding opportunities.Ensure the Councils corporate utility supply contracts (including metering services and data management services) are procured and managed.Procure and operate a corporate energy management system.Compile and distribute accurate energy usage and billing data and provide advice and support to building managers to interpret and use this data to identify measures to reduce energy consumption and costs and carbon emissions.Ensure accurate building energy usage and performance data is recorded, collected and maintained and ensure that all information, including property SAP ratings, is compiled and collated for statutory returns including the Greenhouse Gas Report and the HECAreturn to government.Provide support and technical advice, in respect of energy efficiency and renewable energy, to the Councils Climate Change Officer and assist with production and delivery of the Councils Climate Change Strategy and Carbon Management Plans.Provide high quality data analysis to monitor, report on, and reduce carbon emissions through energy and water efficiency initiatives and projects that include behaviour change and targeted carbon reduction investment.Act as the Councils expert on energy efficiency and carbon reduction schemes.Provide support for energy awareness raising and promotional activity to encourage behavioural change within the Council.Provide specialist Energy Management and Building Services and advice and expertise requiredin support of building repairs, new build schemes, maintenance and project work within City Council properties of all types delivered by Estates and Facilities.Ensure EPC/SAP/DEC data is provided for City Council properties as required, to develop and maintain a database of completed surveys and energy performance information in order to provide data corporately on all Energy Management initiatives and projects.Staff management: responsible for line managing Energy Officer and Net Zero Retrofit Project Officer (HRA).Strategic / Projects:Project manage the delivery of energy efficiency projects and renewable energy schemes through the full project cycle i.e. from initiation to completion (including developing project briefs, business cases, cost benefit analyses, and appointing consultantsand contractors).Keep up to date with the national sustainable energy agenda, and good practice in relation to energy and sustainability. Represent the Council at local networks.Person SpecificationEssential Criteria:ExperienceProven experience of leading energy reduction and renewable energy programmes in the built environmentProven experience of collecting and analysing energy consumption data, using a corporate energy management system, and identifying energy reduction measuresExperience of securing environmental grant funding from a diversity of sourcesProject management and deliveryStaff managementKnowledge:Full understanding of Carbon Reduction Legislation and wider environmental considerations as they apply to housing and corporate buildingsWorking knowledge of the application of quality management standards (e.g. ISO 9001 or 14001)Working knowledge of engineering principles and facilities managementSkillsCommunicates clearly with a range of audiences, including Councillors, residents and officers, and to both technical and non-technical audiencesAbility to work well with others across teams and servicesConfident and self-motivated and to work on own initiativeCommitted to continuous improvement of environmental management systemsCommitment to tenant and leaseholder involvementGood financial and computer literacy skills (including use of Microsoft Office software)Ability to travel from site to site around the CityEducationDegree EducatedIEMA membership or equivalent (desirable)Other environmental qualifications e.g. NEBOSH National Certificate in Environmental Management (desirable)Qualified DEA (desirable)
