Job Description

JOB TITLE: Project Manager (Housing)LOCATION: BromleyPAY RATE: £46.09 per hour paye / £58 per hour umbrellaDURATION/HOURS: 3 months (possible extension)/ Mon-Fri 36 hoursSTART DATE: ASAPMAIN PURPOSE:

  • Provide leadership, direction and day to day management and supervision for the Private Sector Housing Team, Public Health, Noise and Nuisance Team (including the out of Hours Noise Service) and Scientific Services Team ensuring that they meet the Councilsstatutory duties in these fields
  • Act as the Councils expert advisor and responsible for the provision of technical and specialist knowledge and support in relation to private sector housing enforcement, environmental protection, noise, and nuisance (including matters relating to aviationacoustics) and for licensing of House on Multiple Occupation (including selective and mandatory licensing).
  • Provide a proactive, customer focused service to provide an effective range of information, intervention, enforcement, advice and support to tenants, residents, owners, and others.
Responsibilities & Duties:
  • To give direct support to the Head of Environmental Protection and the Assistant Director in respect of planning, monitoring, and reviewing of the aims, objectives, activities, and performance of the Services.
  • Responsible for the day-to-day management of the Private Sector Housing Team, Public Health, Noise and Nuisance Team and Scientific Services Team and any Contract or Admin functions placed under the post holders responsibility.
  • To manage the achievement of all performance targets relating to the work of the Teams under this post are of responsibility; determining priorities, setting team and individual targets and objectives and ensure that these are proactively monitored to ensurestandards and targets are met.
  • Carrying out regular supervisions and implementing the Councils Discuss scheme for team members.
  • Monitoring and addressing any problems with the work performance, attendance, and sickness of team members.
  • Training of team members and assisting the Head of Environmental Protection in recruitment processes.
  • Contribute to the review and development of all monitoring, data reporting and IT systems relevant to the Service, ensuring that systems contribute to and support the work of the other teams within the Division or Department; ensuring accurate recordingand inputting of data and to report performance and all other management information within required deadlines.
  • Monitoring of any capital or revenue budgets within the postholders responsibility and assisting the Head of Environmental Protection in the broader budget monitoring and management of the service.
  • Undertake inspections, enforcement and other functions relating to the work under your areas of responsibility and particularly for more complex or sensitive matters.
Knowledge, skills & abilities:
  • Ability to lead, direct and manage staff to provide high quality services and achieve performance targets within a pressurised and high-profile environment
  • Ability to manage your own and others workload, manage priorities and meet deadlines
  • Ability to promote and develop effective joint working practices between Teams and agencies
  • Ability to promote and develop coherent environmental protection and housing strategies, grant bids, and formulate policies.
  • Ability to design and present training courses, undertake specialist research, and provide specialist advice to colleagues and customers.
  • Computer literate with knowledge of standard office-based and housing/environmental protection/environmental software packages.
  • Proven numeracy skills for design and monitoring of budgets, supply and demand analysis, and option appraisal.
  • Good understanding of current trends and issues relating to environmental protection and housing need, provision and development and the ability to devise strategies and policies to meet the Councils service aims.
  • In-depth knowledge of environmental health legislation, codes of practice and central guidance in relation to environmental protection
  • Broad knowledge and understanding of the needs of homeless or potentially homeless households and environmental matters.
  • Broad knowledge and understanding of the staff management concepts and application across the following areas: performance management, recruitment and retention, training, and career development, conduct and capability, ill health, and organisation change.
  • Understanding of wider social, legislative, and economic context within which service responsibilities are to be fulfilled.
  • Experience of achieving performance targets and developing services and systems to meet performance objectives
  • Significant post qualification experience in Environmental Health or similar in a related Service area.
  • Experience or in-depth knowledge of environmental protection and private sector housing enforcement, grants, energy efficiency activity, dealing with empty properties and houses in multiple occupation

  • Chartered Practitioner with the Chartered Institute of Environmental Health desirable
