Job Description

Your new roleProcurement Manager, Technology (IT Commercial Category Manager) Theres never been a better time to join our Commercial & Procurement, Digital Services and Technology Team. We are a growing and vibrant team supporting a compelling and complex Operational Roadside Technology portfolio worth over £500m over the next fiveyears. We have an urgent need for a category manager/procurement professional responsible for managing a category of work, including the procurement and end to end category management, within Operational Roadside TechnologyIn this role you will manage high profile, complex procurement exercises for a diverse range of Operational Roadside Technology products and services (e.g. CCTV, Signs and Signals, Enforcement cameras and services).You will utilise your expert knowledge and practical experience of contracting (preferably with experience of Public Sector procurement rules PCR2015 / OJEU and the latest UK procurement regulations), and excellent relationship skills to actively engagewith a range of stakeholders to develop category and sourcing strategies to meet business needs. You will implement the strategies by planning and managing sourcing through to providing contract management support.Responsible for the development of the category and sourcing strategy to leverage the best possible value, identifying opportunities for innovation and capturing changes in the marketplace, contributing to the strategic objectives for your Operational RoadsideTechnology. - this repeats what is above - can we weave the 2 togetherApply now to join our developing structure into a high performing end to end category management Team.What youll be doing

  • Responsible for the development, review, procurement, and negotiation of allocated Category Strategies, Sourcing Strategies and contracts and the commercial management of related suppliers in a large Public Sector procurement environment.
  • Provide commercial support and guidance to a range of stakeholders, ensuring "best outcome" commercial solutions are delivered in line with National Highways objectives, Commercial/Procurement and Category strategies
  • Develop and manage contract and procurement documentation, and be able to provide guidance and training to others on their meaning and use
  • Assist in the management of supplie (suggest remove supplier) cost savings targets, and initiatives to increase efficiency whilst maintaining performance and risk management
  • Ensure the creation of positive supplier relationships, encouraging innovation, creation of "value add" solutions, and a strong customer service ethic
  • Work closely with colleagues in Digital Services Directorate (IT) to procure against the technical requirements for Operational Roadside Technology
  • Monitor, implement and report on compliance with contractual processes and project performance elevating issues where appropriate. Contributing to the building of a culture of continuous improvement.
To be successfulThe role would suit an individual with in-depth - can we change to good knowledge and practical experience of contracting utilising the Public Sector procurement rules PCR2015 / OJEU and the latest UK procurement regulations, with the ability to implementand drive new ways of working.As a minimum requirement youll have:
  • A proven track-record in managing procurement exercises (inviting/selecting tenders, managing contracts)
  • In-depth - suggest remove in-depth practical experience of the public sector procurement process and legislation
  • Detailed knowledge of the different sourcing routes in the Public Sector including OJEU, frameworks and the ability to select the best sourcing routes for the different procurement requirements. - can we remove one of the differents
  • Experience of strategic - suggest remove strategic contracts, with an understanding of cost, contracts, and supply agreements, with a track record of delivering benefits
  • A track record of successful stakeholder management in operational procurement - suggest remove this last section
  • The ability to work efficiently across multiple projects / initiatives simultaneously and autonomously
Desirable not essential:
  • MCIPS qualification or a Chartered Institute of Purchasing and Supply (CIPS) Diploma in Procurement and Supply qualification (or equivalent experience)
