Job Description

Public Health England (PHE) exists to protect and improve the nation’s health and wellbeing, and reduce health inequalities. We do this through world-leading science, knowledge and intelligence, advocacy, partnerships and the delivery of specialist public health services. We are an executive agency of the Department of Health and Social Care, and a distinct delivery organisation with operational autonomy. We provide government, local government, the NHS, Parliament, industry and the public with evidence-based professional, scientific and delivery expertise and support.On 18 August 2020, the Secretary of State for Health and Social Care announced plans to establish the National Institute for Health Protection and consult on the best future options for strengthening health improvement and other public health functions in the wider system. Public Health England and many of its employees will be in scope for transition to new organisations in Spring 2021. Any new or current employees working for Public Health England during this time, will receive appropriate communications and consultation prior to any formal transfer taking place. Employees who compulsorily transfer to successor bodies will remain on their existing contractual terms and conditions and this applies both to current employees and those recruited during the transition. The recruitment, growth & development of our workforce is vital for the continuing success of PHE and the future National Institute for Health Protection.The purpose of the role is to support the FM Section in the support, maintenance and development of the Finance Systems, particularly Oracle E-Business Suite (eBS) and potentially Oracle Business Intelligence Enterprise Edition (OBIEE) though this is currently being migrated to Oracle Analytics Cloud. The post holder will have a lead responsibility for providing technical and functional support, developing, and maintaining modules of the Agency’s Financial and Resource Management (FARM) system. There will be a requirement to cover a range of modules in Oracle E-Business Suite 12.1.3 and liaise with 3rd Party Support. The post holder will also assist the Senior Financial Systems Manager in managing the Systems Team and deputizing in the Senior Managers absence as required to ensure continuity of service to end users.This role will also include writing procedures, developing processes, process mapping, analysing requirements from users and developing new ways of working. The post-holder will contribute to a number of programme areas providing support to end users and specialist technical and solution architecture expertise. The specific content of the role will be flexible and the individual will be expected to work across/within different modules and across different layers of the solution and architecture as needed.We are currently in process of implementing an integrated Oracle Cloud system to replace our existing ERP and HCM systems, including Oracle eBS. This new system is expected to go live for core functionality on 1st April 2021 and this system will be the core finance and HR system for the National Institute for Health Protection. This role is not a part of the core Cloud implementation team, but will be involved where needed and the role will transition to provide system support for Oracle Cloud after next April, with training provided where necessary.The systems team is based between the sites at Colindale in North London and Porton Down, near Salisbury though is currently working remotely. The base location of this post is flexible though occasional travel to either site may be required.£47,995 - £61,976 Salary will depend on location £51,675 - £61,976 per annum (Inner), £49,835 - £60,226 per annum (Outer) , £47,995- £58,476 per annum (National).
