Job Description

Your new roleHere at Highways England, we have an exciting opportunity for an experienced Risk Lead to join our Smart Motorways Programme (SMP) as part of our Major Projects Directorate.The successful candidate will work closely with our Head of Risk and Change, playing a pivotal role in embedding and championing industry-leading, best-practice risk management tools and techniques across the programme, enabling timely, efficient, safe and customer-focused delivery. Youll work collaboratively with the SMP risk team (comprised of external consultants, a Risk Manager and an Assistant Risk Manager), as well as our on-site delivery partners to achieve this aim.What you will be leading on

  • Ensuring compliance with, and contributing to, the development of SMPs defined risk management governance framework.
  • Ensuring a consistent and/or appropriate application of standardised management processes, tools, documentation and reporting for qualitative and quantitative risk and issue management.
  • Ensuring the robust management of risks and issues at a SMP programme and project level.
  • Enhancing the risk management capability and risk management maturity in the programme.
  • Work with SMP teams and the Smart Motorways Alliance (SMA), in particular the Alliance Manager, to mobilise the risk management provision for the new SMA.
  • Manage the consultant managed service provision to effectively close out the remaining project work under the existing Collaborative Delivery Framework model.
  • To be successful:
  • An experienced risk professional, skilled at embedding industry best-practice risk management tools and techniques (e.g. ISO 31000) within large scale, technical programmes.
  • Hold a degree or a relevant risk management qualification (desirable).
  • Skilled and experienced in NEC project and programme management and risk management methodologies (e.g. IRM, APM, PRINCE2, MSP, MoR).
  • Skilled in qualitative and quantitative cost and time risk analysis (QCRA and QSRA).
  • Skilled and experienced in the use of risk management systems and tools (e.g. Xactium).
  • Experience of capturing and analysing risk and issue management data both at a project and programme level.
  • Experience of leading and manging others to develop their skills and knowledge and helping them to implement best risk management practises.
  • A bit about usSMP has been created to deliver a network of smart motorways across England and will account for 23% of Highways Englands expenditure over the next five years. We will deliver technology driven solutions to tackle congestion, improve journeys and add much needed capacity on key parts of our network.
