Job Description

We have a number of roles available so if youd like to be responsiblefor technology related procurement across Highways England, accountable for the business spend of approx. £400m per annum, please read on.In this role you will manage high profile, complex procurement exercises for a diverse range of IT products and services. You will utilise your expert knowledge and practical experience of contracting utilising the Public Sector procurement rules PCR2015 / OJEU and the latest UK procurement regulations. Using your excellent relationship skills you will actively engage with a rangeof stakeholder groups to understand complex and demanding business needs, and define the sourcing strategy. You will implement the strategy by planning and managing sourcing through to providing contract management support.You will be responsible for the development of the sourcing strategy to; leverage the best possible value, identifying opportunities for innovation and capturing changes in the marketplace, contributing to the strategic objectives for your assigned IT category.Apply now to join a high performing team at the forefront of their journey from traditional procurement to end to end category management in a rapidly changing environment!What youll be doing Responsible for the development, review, procurement, and negotiation of allocated contracts and the commercial management of related suppliers in a large Public Sector procurement environment. Provide commercial support and guidance to a select range of stakeholders, ensuring "best outcome" commercial solutions are delivered in line with Highways England objectives, Commercial/Procurement and Category strategies Assist management of complex contract and procurement documentation, and be able to provide guidance and training to others on their meaning and use Assist management of supplier cost savings targets, and initiatives delivered that increase efficiency whilst maintaining performance and risk management Ensure the creation of positive supplier relationships, encouraging innovation, creation of "value add" solutions, and a strong customer service ethic Monitor, implement and report on compliance with contractual processes and project performance elevating issues where appropriate. Contributing to the building of a culture of continuous improvement.To be successful The role would suit an individual with in-depth knowledge and practical experience of contracting utilising the Public Sector procurement rules PCR2015 / OJEU and the latest UK procurement regulations, with the ability to implement and drive new ways of working.As a minimum requirement youll have: A proven track-record in managing procurement exercises (inviting/selecting tenders, managing contracts) In-depth practical experience of the public sector procurement process and legislation . Detailed knowledge of the different sourcing routes in the Public Sector including OJEU, frameworks and the ability to select the best sourcing routes for the different procurement requirements. Experience of strategic contracts, with an understanding of cost, contracts, and supply agreements, with a track record of delivering benefits A track record of successful stakeholder management in operational procurement The ability to work efficiently across multiple projects / initiatives simultaneously and autonomouslyIt would be nice if you also had: MCIPS qualification or are working towards a Chartered Institute of Purchasing and Supply (CIPS) Diploma in Procurement and Supply qualification (or equivalent experience)A bit about usYoull support teams in the end to end category management of products and services as diverse and wide ranging as asset management systems, managed services such as hosting and connectivity, software and professional services and roadside technologies.
