Job Description

Your new roleAs a Procurement Manager you will be responsible for supporting the delivery of the end to end procurement process for one of the UKs largest complex infrastructure projects - the transformational Lower Thames Crossing Programme.The role will see you supporting and managing aspects of the procurement for one of the Roads Contracts ranging in value between £0.5M - £1.5bn. You will support the end to end life-cycle of complex procurements, ensuring projects deliver the right outcome for the business. The successful candidate will work closely with both the Project Delivery Team and the Commercial Delivery Team across a matrix management structure. You will also work with the Senior Procurement Manager on the project to develop both project and company-wide continuous improvement in procurement practices.The role would suit an experienced Procurement Manager with demonstrable experience of managing public-sector procurements, who is looking to develop their skills by working on such a large, high profile Contract. You will need to be familiar with OJEU Procurements regulations and be an excellent communicator. In this role you also will be working closely with internal and external stakeholders and therefore excellent stakeholder management skills are essential. Line management responsibilities may be anticipated in the future so the ability to provide practical advice and direction to peers is advantageous.For the right candidate flexible working arrangements including working from home and being based at any other of our UK offices (Leeds, Manchester, Birmingham or Bristol) can be considered. We are looking for a flexible attitude to travel as the successful candidate will be required to attend project/supplier meetings in the South East (London, Guildford, Bedford). We welcome applications from candidate on a full time or part time hours considered basis.This is an excellent opportunity to join the Procurement division in Highways England offering national exposure and professional development to the successful candidate.What you’ll be doing• Ensuring that all aspects of the procurement cycle, including stakeholder engagement, market analysis, supplier selection, strategy, procurement documents, evaluation and contract award are supported and developed in consultation with the Senior Procurement Manager and Head of Procurement to meet the programme delivery timelines• Support and manage aspects of the procurement document production including review and governance• Support and manage the end to end procurement process including tender queries, tender amendments, negotiation support, evaluation and award procedures.• Work with contract specialists in order to provide advice around procurement and help to resolve any issues to ensure Highways England is compliant and effective in this area• Building collaborative relationships with internal and external stakeholders to support delivery of the Highways England imperatives, Safety, Customer Service. To be successful• You will have a proven track record of delivering end to end public sector procurements, experience of competitive dialogue and/or competitive process with negotiation would be desirable• You will have a good understanding of governance and legislation surrounding procurement, knowledge of public procurement regulations is essential• You will have an excellent understanding of the procurement lifecycle both pre and post contract • You will have proven expertise in developing and delivering high quality procurement documents• You will have excellent stakeholder management and influencing skills• You will be CIPS qualified, or working towards.A bit about usThere’s never been a better time to join our Commercial and Procurement team.
