Job Description

SF recruitment are partnering with a Not-For-Profit organisation to urgently recruit an iterim procurement contracts manager. The is for a minmum of four months ,overseeing both procurement & contract management responsibilities for the organisation. Thisrole offers a hybrid working model. Inside ir35.

  • Responsible for the drafting and management of legal paperwork including grant agreements , contracts, MOUs, Variations and SLAs with third parties at various stages ensuring effective risk management through appropriate terms and payment schedules andidentification of required Outputs.
  • Arranging appropriate execution and storage of legal documentation
  • Offering guidance and support with the procurement of goods and services for the operation of the organisation and to service the needs of Programmes placed with the LEP to manage, ensuring compliance with internal process and legislation.
  • Providing advice to managers and senior executives on contract and grant agreement matters
  • Working alongside colleagues particularly with Project Champions and Policy Officers
  • Provide training to new members of staff on the legislative regime and controls and relevant internal process around grants and purchases
  • Provide support to the executive in managing identified areas of non-compliance by grant recipients, including instructing legal support
  • Negotiating contracts and contract terms with third parties (including developers, local authorities, university and colleges, small organisations and charities)
  • Reviewing any existing contract/procurement/grant process and procedures, recommending and drafting improvements and efficiencies
  • Identifying areas requiring contract renewal
  • Standardise on all legal and supporting documentation (where possible)
  • Integrating contract and procurement activities into othersystems and procedures as necessary
  • Responsible for the production of Tender Documentation and Contracts, including the management of bringing together Procurement Specifications, proving guidance and direction to requesting Officers as may be required.
  • Management and development of supplier relationships
  • Liaison with Finance team to ensure seamless Procure to Pay process
  • Identifying whether relationship is that of a Grant or if there is consideration in respect of payment that makes the relationship that of a more traditional contract and thus a procurement relationship.
  • Conduct provision of briefing to signing parties in relation to the background of documentation to be signed
  • Ensure compliance with National and organisational Assurance Frameworks in Grant Arrangements
  • Ensure that success criteria and milestones are in line with what has been agreed at Board level and conform to any Value for Money criteria laid down by Central Government
  • Together with PMO and Policy Officers, Provision of expected Financial Drawdown to Finance
  • Maintain records of Grant recipients
  • Demonstrate an awareness and appreciation of the organisational structures of partner organisations and local authorities to ensure that appropriate approval is undertaken at an appropriate and thus enforceable level.
  • Ensure documentation is in line with latest legal requirements and is appropriate for the activity involved.
  • Manage such software solutions that the organisation may choose to implement to allow the electronic signature of contractual documentation.
  • Conduct high level due diligence and appropriate background checks on anticipated recipients of higher value grant funds including financial viability.
Person Specifcation:
  • Extensive procurement background , within public sector/regulated industry
  • Strong understanding & familiarity of pcr 2015 contract regulations
  • Full lifecycle procurement skillset ; Tendering , contract management
