Job Description

Your new roleWe have a new and exciting opportunity for a highly motivated and skilled Principal Evaluation Manager. You will have a passion for delivering high quality evaluation insights and designing innovative evaluation approaches across a wide-ranging and complex portfolio of programmes and projects. You will lead two small teams of dynamic and influential evaluation specialists and support them to deliver evaluation activities to help improve key areas for the Company (safety, environment, customer experience and economic growth).This role will give you the freedom to set the direction and engage with key decision makers within Highways England, to implement clear evaluations strategies and provide expert support across high-profile areas (including large-scale investment programmes and projects). As a proactive individual, you will develop the capabilities for evaluation and foster a culture of learning and improvement from evaluation insights. This role would suit a highly skilled evaluator who is adept across all stages of evaluation and can lead a team to deliver impactful evaluation evidence.What you will be leading on

  • Collaborate with key areas of the organisation (Operations, Complex Infrastructure projects and small-scale investment programmes) and advise on the design and delivery of suitable evaluation strategies and methods.
  • Methodological development, this will include management of technical studies to help improve our suite of evaluation methods.
  • Setting and implementing consistent standards and guidance for evaluation design, ensuring that these are clearly communicated across the business.
  • Analytical assurance of evaluation outputs (both quantitative and qualitative) and support the team in identifying continuous improvement opportunities.
  • The effective communication of evaluation insights and embedding lessons learnt to improve future decision making. Preparing evaluation findings for publication and wider dissemination.
  • Support the Chief Analysts Division in its mission to ensure analysis is highly visible, impactful, relevant, credible and tailored to support decision-making.
  • To be successful
  • A degree (or post-graduate qualification) in a relevant analytical subject (statistics, economics, transport planning, social research or operational research).
  • In-depth technical knowledge and experience of benefits appraisal and evaluation, ideally in relation to impact evaluation design and delivery; evidence synthesis and meta-analysis; process evaluation and logic mapping; and, communicating evaluation insights and lessons learnt.
  • Breadth of experience of designing and undertaking or commissioning evaluations in relation to infrastructure programmes and projects.
  • Expertise in a range of evaluation methods, can assess and can communicate the relative benefits of various methodologies to address an evaluation question.
  • Demonstrable experience of using statistical data-analysis to support evaluation studies (e.g. SQL, GIS, SPSS, FME, R, or PowerBI) and ensures high levels of analytical quality and assurance.
  • Experience of social research, sampling and survey design.
  • People management experience and ability to motivate and lead successful teams.

We develop evaluation strategies, standards and work programmes to ensure that, as an organisation, we have the insights and learn the lessons to optimise investment benefits and deliver value for money. We are located within the Companys Strategy and Planning Directorate and have a key role in building the evidence base to support future investment planning, working with our analytical colleagues within the Chief Analysts Division.
