Job Description

My client a Government department responsible for critical infrastructure in the UK seeks a Policy & Process analyst.This role is responsible for supporting the development and management of procurement and commercial policies and processes, and support the creation of a continuous improvement environment, which enables the Procurement & Commercial teams to carry out theirduties effectively.Key Responsibilities

  • To be responsible for assisting in the development and management of a robust, auditable and transparent Procurement, Commercial and Contract Management system (Procure to Pay Control Framework), that ensures policies, process and templates are developedto support the need to source, select, manage and deliver the diverse range of works, good and services.To be responsible for supporting the delivery of change initiatives from identification through to delivery including approvals and Procure to Pay ControlFramework updates.
  • To be responsible for supporting the delivery of process improvement workshops to identify ideas and solutions to support the delivery of greater efficiency through the identification of better ways of working.
  • To be responsible for working with other team members, procurement and commercial teams to devise new policies, processes and tools.
  • To be responsible for providing support to the wider Policy and Process team, including general administration, management of mailbox, records and databases.
  • To be responsible for facilitating Lessons Learned reviews, and feedback process improvements into the Procure to Pay Control Framework, and commercial policies and processes.
  • To be responsible for being the Superuser for the Efficiency Reform Group (ERG) for the wider Commercial team, regularly liaising with the Department for Transport (DfT) regarding the pipeline for the Efficiency Reform Group (ERG) procurement policies andprocedure and ensuring any updates are communicated to the Commercial team.
Skills & Experience
  • Ability to produce and present high quality and consistent documents and reports to a variety of audiences
  • Ability to prioritise and organise effectively
  • Ability to organise meetings and co-ordinate workshops to deadlines
  • Ability to develop and maintain positive stakeholder relationships with people across the organisation
  • Understanding of procurement and contact management processes
  • Preferably knowledge of applicable EU and UK procurement legislation (OJEU)
  • Understanding of continuous improvement methodologies and process mapping.
  • Microsoft Excel proficient
  • Experience working within a procurement, contract management, or commercial structure
  • Experience of systems and reporting applications
  • Experience of managing the gathering and analysing information from multiple stakeholders and sources.
