Job Description

The National Concrete Roads Programme has been established to manage the £393m of funding allocated in the Road Investment Strategy 2020 - 2025 to the delivery of Concrete Pavement life extension and reconstruction schemesThe role of the programme will be to centrally lead and manage innovation into concrete products and methods, provide a central engineering and technical authority as well as a national governance and assurance function to oversee and optimise delivery acrossall regions.We are looking for a Programme Management Office Manager to join our new team to lead the governance and assurance activities within the programme and will report directly into the National Design Authority leadership. The Programme Management Office Managerwill be a key role in setting and overseeing the programme governance model and managing a complex set of stakeholder relations.What youll be leading on

  • Lead a team of Project Managers and wider National Highways specialists, setting the tone and driving high performance in the National Concrete Programme Management Office, ensuring the teams ongoing development and engagement.
  • Be responsible for long term resource planning, continuously assessing capacity and capabilities in the programme office, and take proactive steps to address issues to ensure the team can operate effectively to deliver against current and future demands.
  • Ensure that the National Concrete Roads Programme Management Office has robust, effective and high quality processes, procedures, and tools in place so as to provide the required level of programme planning and governance for the programme.
  • Lead national programme assurance of regional Concrete Pavement scheme delivery.
  • Lead collaboration across all regional teams to shape, define and implement planning standards, programme controls and regional adoption of common processes, tools and templates.
  • Liaise with Operations National Portfolio & Performance team, ensuring annual plans, budgets and delivery update reports are created and submitted in line with expected standards, quality and timescales.
To be Successful
  • Significant PMO experience for large programmes working to very tight deadlines, used to handling simultaneous requests for support and information
  • Expert knowledge of all project control tools (scheduling, cost, risk and change) and associated systems
  • Excellent understanding of project and programme management practices, processes and best practice
  • Excellent understanding of Quality Management Systems
  • Demonstrable experience in developing and managing annual financial and resource plans
  • Demonstrable experience of running a Programme/Project Management Office within a large portfolio of projects and expenditure; the development and implementation of project governance, policy and processes, including experience of developing and maintainingportfolio level risks, issues and dependency logs for a large portfolio of projects
