Job Description

Your new roleAs an Advisor in network occupancy you will join the team responsible for setting the requirements for network occupancy and providing the business and our supply chain with advice, guidance and coaching to understand and apply standards for occupying roadsand managing network occupancy.You will be working to develop and realise our network occupancy approach alongside our Senior Advisor. Your previous experience of working in a complex organisation involving the delivery of highway maintenance, investment works, and occupancy managementrequirements will stand you in good stead as you will be confident to engage at all levels to provide support.Helping to set the standards and processes for network occupancy within National Highways, you will engage with teams across the business, including Operations, Major Projects, Strategy and Planning and Safety, Engineering and Standards to identify stepchange improvements, supporting these directorates to achieve their goals and deliver service to our customers in a coordinated and efficient way.What youll be leading on

  • Contributing to building an inclusive team culture that encourages, celebrates and supports diversity whilst promoting respect at work
  • Supporting senior advisors in providing subject matter advice to National Highways and stakeholders on network occupancy and matters related to NRSWA 1991 and relevant occupancy parts of the TMA 2004 and RTRA 1984
  • Supporting senior advisors in providing general advice to National Highways staff and stakeholders on the operational application of our own and regulatory requirements (e.g. Permit Schemes) and delivery of statutory duties
  • Identifying, (including horizon scanning) and coordinating National Highways responses to occupancy management related external sector consultations (DfT/HAUC etc)
  • Identifying and managing projects to agreed time, cost and quality, including managing consultants
  • Support the development of network occupancy standards and processes ensuring technical assurance requirements are adhered to
  • Develop and maintain strong collaborative working relationships with internal and external stakeholders to identify and deliver solutions to enable informed, connected decisions about network occupancy and occupancy management
To be successful
  • Strong understanding and substantial relevant experience of NRSWA, TMA and RTRA legislation and associated regulated procedures and requirements including National Highways responsibilities in this space
  • Demonstrable experience of the delivery of highway maintenance and investment works and occupancy management requirements including road space booking, NRSWA notification, and TMA permitting schemes
  • Understanding of complex, and often conflicting, requirements and the ability to make informed prioritisation decisions
  • Evidence of managing and delivering improvement projects
  • Ability to work collaboratively, with a range of colleagues both in the wider organisation and externally
  • Evidence of strong communication and influencing skills
  • Evidence of collecting, understanding, translating and presenting complex and technical ideas in a succinct and compelling manner
