Your new roleNational Highways are looking to recruit a talented Lead Business Analyst within Digital Services. If you are an experienced business analysis professional, this is a great opportunity to develop and grow a function. You will define business Analysis qualitystandards and act as an advocate for the business, ensuring the Digital Services business analysis provision meets the strategic objectives of the organisation, directorates, and business units across Information Technology and Operational Roadside Technology.Assuring compliance to these both within Digital Services project teams and our partners and suppliers, will be a key component of this role.What youll be leading onDriving the maturity of the BA Practice and Centre of Excellence, encourage organisational understanding of business analysis, developing wider business knowledge through the sharing of experiences.Working with the Digital Services Senior Leadership Team and wider business to identify and prioritise opportunities for improvements and efficiencies, ensuring that the Directorate derives maximum value from servicesDeveloping, implementing, and maintaining business analysis quality standards, and keeping abreast of developing industry trends, for Digital Services Technology and Operational Roadside Technology environments, ensuring this integrates seamlessly within projectdelivery frameworks including waterfall and agile.Lead a business analysis team as part of the Digital Services organisation and providing ongoing quality assurance for third party and supplier resources. You will take responsibility for the business analysis discipline and provision within Digital Servicesand determine the value proposition for the business analysis function. You will define the roles and responsibilities for the business analysis team, at all levels and grades. Developing and assuring business analysis strategies and approaches for projects and programmes as required.Developing and integrating business analysis standards into procurement events and processes, to ensure quality is at the core of third-party deliverables.Developing ways of working to improve business analysis capabilities, these include, but are not limited to, investigation, discovery and modelling of business functions, processes, systems, information flows and data structures. Drive the continuous improvementand development of business analysis skills, knowledge, tools, and techniques to support the maturity of the BA Practice.Maintaining the integrity of existing metrics (requirements traceability - vertical and horizontal), and develop/design new performance indicators, to measure and assure outputs according to defined business analysis standards and methodologies.To be successful youll needA strong background in large-scale technology programmes, ideally within regulated industries.A breadth and depth of experience in the programme and project lifecycle. An expert in business analysis and continuous improvement (service optimisation). Highly proficient in applying analysis tools and techniques.A proven track record in business analysis resource management.Experience in leading business analysis efforts at the organisational and portfolio level.A comprehensive understanding and experience of waterfall and agile delivery, into multiple, diverse business units.Experience of managing / assuring work delivered by third parties (partners/suppliers).Experience of leading a team of SMEs in the delivery of programme and project assurance.Experience (ideally) in roadside operational technology and enterprise technology environments.Strong negotiation, interpersonal skills that will be used to drive a culture of continuous improvement with the Digital Services Leadership Team, as well as manage key suppliers to ensure quality standards are implemented.Ability to communicate and land change to ensure quality is at the heart of our delivery frameworks.Ideally a relevant degree, and/or relevant BA qualifications i.e. BCS Advanced International Diploma in Business Analysis or IIBA Certified Business Analysis Professional.A bit about usThe Digital Services Directorate is a growing and vibrant team and there has never been a better time to join us as we go through our transformation programme.
