Job Description

Your new roleReporting to the Procurement Director, Commercial and Procurement (C&P) and as a member of the Procurement leadership team, the role provides senior functional support to deliver a number of aspects of our procurement function and the role will develop overthe coming year as the division evolves into the next phase of its evolution. Initially this will manage our framework management activities for SPATS2 (Specialist Professional and Technical Services) & CPMS (Commercial and Project Management Services). Thekey output from this role will to provide strong leadership and direction to ensure delivery of the circa £800m procurement portfolio for Professional Services within agreed timelines and demonstrating good governance.Additional activities to be managed by the post holder are also likely to involve landing and managing our Social Value Strategy, implementing the roll out of a National Highways wide measurement tool and ensuring this is adopted, utilised and appropriatelychecked.In additional the role holder will be expected to undertake significant work with the team on our procurement processes, and documentation which will contribute to National Highways CIPS Platinum Submission. The role holder will also be expected to managefuture regulated procurements of a value in excess of £1bn and provide extensive peer review and assurance to support other teams.It is expected further duties will be added to the role as other major procurements commence.The post holder will be accountable for the delivery and performance of C&P procurement resources working on SPATS & CPMS and will be an integral senior member of the C&P Procurement Leadership team.What youll be doing

  • Be accountable for the design and execution of procurement strategies to deliver the C&P procurement programme (circa £800m procurement portfolio) within agreed timelines and whilst ensuring that all relevant governance is in place at all times.
  • Be accountable for delivering successful procurement and framework outcomes for SPATS2 & CPMS working alongside other Heads of Procurement
  • Be accountable for the leadership of framework management for CPMS & SPATS2 within the procurement team and the supply chain - inspiring, challenging and managing performance to achieve programme objectives.
  • Deliver a high-quality procurement service within the programme that enables and supports the successful delivery of the programmes goals and objectives.
  • Ensure the programme has the right procurement capability and capacity. Ensure that all procurements are delivered through the C&P Contract Control Framework and within National Highways and, where required, DfT and Cabinet Office governance frameworks.
  • Contribute to the development of the corporate C&P strategy and translate these objectives into the programme strategy to meet the programme goals and objectives.
  • Contribute to the leadership of the Procurement Division and C&P - be a visible second line leader, it is anticipated this role will own some of items within the C&P 3 year plan (e.g. Social Value) and will also play a key role in the training and developmentof internal resources and capability.
  • Drive improvements in health and safety performance ensuring effective practice is promulgated to staff and partners and carry out any tasks identified to the post in the Organisational Health & Safety RACI charts.
  • Develop and maintain excellent relationships with external stakeholders, especially senior members of the DfT Group Commercial Function and the Cabinet Office
  • Promote National Highways reputation through building visible and effective partnerships with the supply chain, contributing positively to the development of the collaborative agenda whilst raising expectations on supplier performance.
  • Develop and maintain awareness of global industry practices and external developments in the profession including networking, professional and industry publications and other means.
  • Responsible with other Heads of Procurement to train and develop the team in regulated procurement process and practice
To be successful
  • Extensive knowledge of the delivery of complex procurement solutions in the infrastructure sector (noting this programme is one of the largest public procurements in the UK)
  • Knowledge and experience of NEC forms of contract with a clear understanding of how NEC4 target cost will work and how this should be interpreted throughout the procurement life cycle
  • Has structured and delivered the end to end procurement process for significant contract transactions of significant scale (>£500m)
  • Demonstrable Knowledge and Expertise of public procurement policy and procedures, and regulations and their application to complex procurement
  • Can demonstrate delivery of clear business benefits through improving business and procurement processes and governance, procurement tools (including modern IT and digital technologies), modernising employee development (leadership, behavioural and professionalskills etc.) and communications and improving supplier performance management.
  • Ideally educated to degree or masters level, or able to demonstrate development of equivalent knowledge and expertise, with a minimum of MCIPS (or equivalent) professional qualification.
