Your new roleHere at Highways England we have a new opportunity for a Head of Capital Portfolio Future Planning working within our Capital Portfolio Management (CPM) Directorate. This is a key strategic role where you will be leading a team responsible for planning and managing the integration of our capital portfolio investment plans, a key component of our proposals and delivery planning for future Road Periods.In addition to your proven technical capability, you will need to work collaboratively across Highways England and our external stakeholders as a key requirement of this role. You will have the opportunity to strengthen these relationships to understand current delivery risks, issues, change and opportunities and how these may impact upon existing commitments and future road period investment plans. Building on CPMs ownership of capital investment baselines this role fulfils a vital bridge between existing delivery and future capital investment planning.You will provide the leadership needed to drive improvements in our analytical and planning capability including implementing improved optimisation tools to develop scenarios and models for future planning.What youll be leading on* Lead CPMs input and support in the development of future Road Period investment plans working collaboratively with other key stakeholders in Highways England.* Lead the development of capital investment scenarios, modelling and analytical support working closely with strategy, finance, economic and commercial teams across the organisation.* Ensure alignment of emerging future road period investment with existing capital baseline delivery plans overseen by CPM.* Provide input and support in the development of the future Road Investment Route Strategies, Strategic Business Plan and Delivery Plan.* Lead the development and management of CPMs provision of an integrated demand plan to support the organisations engagement with industry and our supply chain.* Support the Head of Capital Portfolio Planning in managing and improving capability of the team and lead the development and improvement of CPMs analytical capability and organisation support.* Manage the development and implementation of our Enterprise Portfolio Management (EPM) Tool to provide improved baseline management and enhanced scenario modelling capability for a more integrated approach to future road period capital investment planning.* Support and co-ordinate the establishment and agreement of the future road period project client scheme requirements and cost and schedule baselines.To be successful:
