We’re a growing and vibrant team supporting a compelling and complex IT portfolio worth £1.5bn over the next five years. We’re hiring a Head of Commercial and Procurement for IT Operational Systems so if you’d like to be responsible for technology related procurement across Highways England, accountable for the business spend of approx. £400m per annum, please read on.In this role you will lead the strategic direction for the Operational Systems category - the systems that allow us to manage and renew the strategic road network, driving excellence across all Commercial and Procurement activities. Reporting to the IT Commercial Director you will be a senior member of the IT Commercial division accountable for the negotiation and commercial management of large multi-million pound contracts; championing Highways England’s category management approach, developing the market alongside relationship management of key suppliers to the organisation.The role will see you lead a Commercial team within the Highways England’s Commercial and Procurement function to define, develop and deliver strategic sourcing solutions for a diverse range of Information and Technology services and products, working collaboratively with the Highways England IT division. We are changing our approach and so the role would suit a seasoned commercial / procurement leader with an inspirational and visionary style, who is passionate about new ways of working with the ability to influence stakeholders and foster a culture of continuous improvement. What you’ll be doing• To manage, identify, secure and lead people from a range of disciplines to enable effective delivery of IT Commercial and Procurement support.• Manage the procurement of goods and services related to the IT Operational Systems category ensuring alignment and compliance to public sector procurement process and legislation• Contribute towards savings targets, delivering increased efficiency whilst maintaining performance and risk management.• Deliver expert advice and guidance on procurement and commercial processes ensuring the enactment of sound governance and practice, acting as the conduit for the passage of knowledge and best practice to and from Commercial and Procurement department.• Ensure the creation of positive supplier relationships, encouraging innovation, creation of "value add" solutions, and a strong customer service ethic.To be successful• You will have significant experience in delivering commercial and procurement services at a senior strategic level in an IT environment• You will have proven corporate leadership experience and a successful track record in building, developing and motivating high performing teams, with the ability to foster an environment that enables continuous improvement and value-add activity• You will have proven experience of working collaboratively across a range of stakeholders with the abilty to translate requirements into well considered commercial and sourcing options gaining buy-in using appropriate communication channels and styles• You will be a strong communicator/influencer with a proven track record in delivering significant benefits through the implementation of strategic sourcing strategies at a category and supplier level• You will have a proven track record of cultivating and encouraging an awareness of cost (developing commercial acumen across the business), using clear simple examples of benefits and how to measure outcomes Required skills
