Job Description

Your new roleHere at National Highways, we have an exciting opportunity for a Governance and Change Manager to join our North Regional Investment Programme (RIP) within our Major Projects directorate.Working within the Regional Investment Programme (RIP) North PMO team you will be responsible for ensuring our Projects are effectively managing change and meeting governance requirements. The PMO carries out Programme analytics and reporting to provideassurance to the, Portfolio, Executive, the Board and external stakeholders that the current and future National Highways capital investment programmes are deliverable, affordable and expected to realise National Highways commitments and strategic objectives.This is a key management role that includes working with a broad range of key stakeholders across the organisation. You will be responsible for promoting clear change control processes and carry out effective monitoring, planning, analysis and reporting ofchange across all areas of our Regional Investment Programme North.This role will lead the development / continuous improvement, implementation and operation of an effective capital programme change control process that aligns with sponsorship functions and processes. You will be responsible for ensuring all changes areeffectively managed and analysed to assess the impact on time, cost, scope, quality and benefits before timely acceptance or rejection. You will also be responsible for proactive engagement with delivery and sponsorship stakeholders to enable the efficientcommunication and resolution of external change requests with Department for Transport.This role can be based from Manchester, Birmingham or Leeds.What youll be leading on

  1. Support the development / continuous improvement of the project, programme and portfolio change control process, working with the business to ensure alignment with internal and external sponsorship and programme level processes.
  2. Quality assure trend notices, change requests and early warnings from the Project / Programme teams.
  3. Maintain a comprehensive status & compliance log of all change requests and early warning notifications (including Programme changes such as; MPIs, DMRB updates, CHE Memos and Commercial Advice Notes).
  4. Manage and administer the approval process for change requests alongside Strategy & Planning.
  5. Articulate clear investment decision recommendations to governance bodies.
  6. Expedite assurance and communication of process status and decisions on formally submitted early warnings and change requests.
  7. Collaborate with Regional and Project teams to drive quality, concise and consistent change requests.
  8. Share best practice
  9. Consult and support development and transition of Change Control monitoring / reporting process and data across to CPM Enterprise Portfolio Management platform.
  10. Support induction of new staff in the Programme teams on the Change Process (training sessions etc.)
  11. Provide coaching, mentoring and leadership to internal programme, regional and project teams on the use and application of the change control process and documentation to build a sustainable capacity with the Company.
To be successful youll need
  • To demonstrate experience in audit, assurance and corporate governance.
  • Experience operating an organisation wide Change Control Process
  • Understanding of Portfolio, Programme and Project Control functions and processes
  • Experience in Programme / Project Management roles
  • Experience of working in a multi project environment
Functional / Technical Skills
  • Strong analytical, problem solving and decision-making skills
  • Strong interpersonal skills, including verbal and written communication
  • Ability to influence and challenge senior leaders
  • Strong collaborator to gain the involvement and engagement of a wide range of senior stakeholders
