Your New RoleRapid Charging Fund - Fund Delivery ManagerThis role is for someone who wants to be part of a growing team which is committed to realising a vision of the way customers will travel across the Strategic Road Network (SRN) in a net-zero future, making a material difference to how we travel. Passion,energy and resilience are all required to navigate the barriers that inevitably arise when tackling the most important challenges.National Highways (NH) is establishing a team to support emerging government policy on the transition to electric vehicles (EVs). Working with wide-ranging government, stakeholder and industry interfaces, this team will consider how best to administer governmentsRapid Charging Fund (RCF). This is a £950m fund to future-proof capacity by upgrading electricity grid connections at strategic locations in England to prepare the network for the transition towards EVs.The Rapid Charging Fund team is part of the Strategic Customer Projects Division within NH whose main purpose is to lead a portfolio of strategic change projects. This includes NHs response to major infrastructure projects such as HS2, and the Free-FlowCharging Programme to improve the road user charging service at the Dartford Crossing.The Fund Delivery Manager will support the Head of Fund Delivery in enabling the design and delivery of the new RCF. The purpose of this role is to oversee the detailed design and establish the processes that will assess applications and award funding. Onceestablished, the role will manage early fund application, assessment and deployment processes to ensure that the investments meet the intended strategic objectives. This will include moving from a pilot into BAU operation. The role links closely with colleaguesacross the NH team and the technical partner to meet the deployment milestones. Subsequently the role will manage the process to meet application demand and deploy the fund to meet mandated milestones.This is a high profile and forward-looking position, accountable for the detail of the process of application and fund deployment. Building an effective mechanism for fund delivery is crucial to meet the mandate of the fund. We are looking for someone whowill bring enthusiasm and creativity to a fast-paced and everchanging environment.What youll be leading on:Manage the creation of an application and assessment process which reflects the requirements of the RCF and provides a platform for successful applicationsProvide the appropriate guidance and support to the applicants to the fund, to help navigate the application and investment processesContribute to the development of fund design, ensuring it is deliverable and is aligned with policy objectives and the NH role as delivery bodyLiaise with Digital Services to specify, design and deliver the appropriate platform via which applications to the fund will be submittedDefine and implement the application review criteria and award process for the appropriate distribution of the RCF in line with the strategic aims and timescalesDefine and implement the RCF investment decision process, ensuring that NH can exercise its role efficiently and effectively, whilst continuously reviewing the process to identify and implement improvementsWork with the Pilot Manager to ensure the delivery of a pilot which tests key elements of the fund design, application process, stakeholder experience and fund decisionsReview the outcomes of the pilot and apply the learnings to improve the performance of NH in delivering the strategic aims of the RCFEnsure applicants and their partners are aware of the application process requirementsOversee the assessment applications and support MSAs to complete application processManage the evaluation process and creation of the scheme investment proposal (across Technical, Financial, Commercial) to present to the Investment Decision boardHandover of projects to the Delivery Oversight function/teamManage knowledge in relation to application and assessment processes to support continuous improvementPeriodically collate knowledge and support best practice for future applications to the FundTo be successfulParticipation in £multi-million project and programme investment portfolios.Experience in design or management of complex application and approvals processes and associated governanceExperience working with and supporting fund applicants through process and assessmentEstablishing and managing complex relationships with multiple stakeholders and evidence of skills to influence the delivery of positive outcomesTrack record of working in fund or contract management, ideally within the public sectorSignificant experience of coordinating workloads across teams, including those not directly managed, to achieve maximum efficiencyAbout UsWhy you should join usAt National Highways we believe in a connected country.
