Job Description

Are you an accomplished and credible Estates & Facilities Manager looking for a new role for January If so, this may be perfect for you.Aspire People are working closely with a Multi Academy Trust in Birmingham with regards to the recruitment of an Estates and Facilities Business Partner. The role is permanent and full time and due to start in January 2021. The role will be to provide the strategic leadership and daily management for estates in the Academies within the trust. To line manage, support and develop the Senior Site Managers and Site Managers in the Academies assigned to the role.Applicants must come from a facilities management background within education or mustve carried out a similar role in a different sector. Key Responsibilities:*Meeting with Principals regularly*Prepare, implement and monitor academy estate management plans in conjunction with Principals and the Estates and Facilities Director*Attend senior management/leadership and relevant meetings as required, to present estates information/data*Attend Local Governing Body meetings when required to present estates information/data*Work collaboratively with the Senior Leadership Group of the academies to ensure the education strategic vision and leadership of the academies is supported*To be responsible directly to the Estates and Facilities Director for all estates procedures*To ensure compliance with statutory and health and safety requirements and regulations*To produce and undertake action plans in relation to Fire risk assessments, Asbestos and legionella management*To manage the estates maintenance and improvement budgets and ensure all financial procedures are adhered to in the award of contracts and services*To ensure there is a full suite of risk assessments available for each Academy*To ensure the effective implementation and operation of health and safety controls within the academies and support local site teams in identifying and resolving local issues*Maintain plans of buildings and grounds, including location of call points, fire protection and firefighting equipment, emergency shut offs, stopcocks and meters*Hold keys for each Academy and understand locking and opening procedures*Line manage Academy based site teams, catering and cleaning teams*Hold regular review meetings with cleaning, catering, PFI and other service providers and carry out spot checks on services provided*Report local issues to the Estates and Facilities Director*Assist in maintaining the assets register*Ensure only approved contractors are engaged, they operate safely and follow Trust guidelines*Ensure the safeguarding of students from any estates related activities*Audit health and safety compliance of each Academy*Ensure Academy grounds are safe, secure and maintained*Analyse and manage energy performance of each Academy. Engage with the Principal to reduce energy use and waste produced*Provide reports in a timely fashion as requested by the Estates and Facilities Co-Ordinator*Manage project plans, procurement and delivery of improvement projects and building works*Ensure that all regulations, policies and protocols laid down by the DfE, the ESFA and the trust are adhered to.*Compile draft annual budgets for submission to the Estates and Facilities Director *Liaise with Procurement to ensure best value and efficient and effective use of finance resources*Attend the trusts Finance and Resources committee meetings when required*Attend Senior Leadership Group meetings at school as required*To implement Trust policies and procedures consistently and effectively*Line manage the Catering Manager if applicable.*To participate in the Estates recruitment process ensuring interviews are conducted in a timely manner and in line with safer recruitment guidelines*Ensure information and data is managed according to the Trusts GDPR Policy*To work in accordance with the Sickness and Absence Policy to ensure absence monitoring is undertaken, to include monitoring of sickness triggers, return to work meetings, risk assessments etc.*In consultation with the Principal and the Estates and Facilities Director, oversee building works, repairs, refurbishment and hazard fixing*Promote and monitor the Estates help desk to ensure the provision of an effective hazard and job reporting system*In consultation with the Principal and the Estates and Facilities Director ensure plans and procedures are in place, up to date, and communicated to staff for emergency situations*In conjunction with the Principal and the Estates and Facilities Director ensure the school meets all Health and Safety legislation and has the required risk assessments and related procedures in place*Ensure induction processes are in place for new staff, to ensure they are familiar with Estates policies and practices and have knowledge to ensure they can work safely*Provide annual Estates and health and safety briefings to all staff*To act as the Academy health and safety co-ordinator*To ensure regular communication with staff on health and safety issues*To provide a safe and secure environment for all users*To undertake a First Aid risk assessment at each Academy and in conjunction with the Principal to ensure the correct provision and organise training as required*To ensure the accident reporting procedure is adhered to and accidents are followed up on*To ensure contractors are provided with information in order to operate in a safe way and are monitored on-site to ensure safeguarding requirements are met*Ensure the mini bus policy is communicated and correctly followed by users.Aspire People are keen to speak to experienced Estates & Facilities Managers who are actively looking for a new position.
