Your new role Highways England is looking to recruit a Cost Intelligence Team Leader to work from our Birmingham office. The successful candidate will lead on developing the strategy to ensure delivery of our £2.23bn Efficiency KPI covering Roads Period 2 (2020-2025). You will be responsible for setting, monitoring and assuring progress against internal targets, holding key internal stakeholders to account, rationalising multiple sources of data into a single version of the truth, delivering case studies, chairing the Efficiency Working Group and responding to any queries arising from the Office of Rail and Road. This is an exciting time to join the team as the cost intelligence you provide will help achieve our goals committed within the Delivery Plan and demonstrate our ongoing commitment to provide value for money.This role is a fixed term contract or secondment opportunity starting in May 2021 for 12 months.What you’ll be leading on • Leading, managing, developing and motivating a cost intelligence team and ensuring that team members comply with all relevant health and safety policy and processes.• Lead of deployment of the Efficiency and Inflation Monitoring Manual and ensure secondary evidence (e.g. case studies and movements in unit costs) supports the primary metric (i.e. delivering schemes within agreed funding).• Chair the Efficiency Working Group, ensuring areas of best practice are shared across the business.• Ensure efficiency targets are understood and hold key internal stakeholders to account.• Support detailed monthly reporting of progress towards the Efficiency KPI.• Provide specialist advice and communications across the organisation on Efficiency matters, acting as a centre of excellence.• Providing required information and managing narrative with our independent monitor (Office of Rail and Road).• Wherever possible, provide central analysis to support efficiency claims and use Cost Intelligence data to evidence delivery.To be successful • You will have significant and demonstrable experience of leading and managing a commercial team at a senior level• You will have a track record of delivering timely commercial outcomes, linked to the ability to develop constructive working relationships within and across teams, suppliers, other clients and industry bodies.• You will have experience of cost analysis, risk management and negotiation within large programmes of work• You will have knowledge of contract management in a highways and/or construction related environment• You will have an involvement in determining cost drivers and cost comparisons in an infrastructure environment through benchmarking and how they can be used to drive greater efficiencies• You will have experience of leading process change (continuous improvement) and implementing new commercial management processes /systemsA bit about usCommercial Intelligence is responsible for improving Highway England’s capability as an intelligent commercial client. It achieves this by maintaining robust cost capture processes, reporting unit cost movement and reviewing all aspects of the cost base to determine underlying trends, reasons for cost movement and efficiency opportunities.
