Job Title: Assistant Director of Public Health/Public Health Medicine (Test and Trace)Day Rate: £280 based on 7 hours per dayLocation: B7, BirminghamContract Length: January 2021-August 2021Job Purpose:• The organisation’s vision to be a modern council has been developed closely with members and our partners across the City, and provides an exciting and challenging view for the growth of the Birmingham, where every child, citizen and place matters. Designed to develop our people and communities and to focus on our priorities of children, housing, health, jobs and skills.• The foundations are laid for a 21st Century Council, with 21st Century Officers and Councillors. This includes working more closely with partners in the NHS and in neighbouring authorities. This post is a joint Consultant in Public Health appointment between Birmingham City Council, Solihull Council and Birmingham and Solihull Clinical Commissioning Group to strengthen the public health support to the NHS system.• The role will, through inspiring others identify, drive and secure opportunities to improve and transform the Council, and strategic partners approach to Test and Trace in the emergency response to COVID-19.• The role will lead key work to support delivery of the Test and Trace emergency response and the evolving plan of action to deliver the public health components of the Local Outbreak Engagement Plan.• The role will lead and manage the new Test and Trace team which comprises 31 WTE dedicated new short-term roles; wider Public Health officers on a rotational basis; matrix management of roles such as Environmental Health Officers, contact center operatives and communications officers. Depending on need, there is opportunity for wider deployment of Public Health specialists from the Public health Division to provide surge capacity as required.• The post is part of the Extended Leadership Team and deputises for the Director of Public Health as and when required, assisting to lead and manage Public Health service across Birmingham.Key Accountabilities:• any of the Secretary of State’s public health protection or health improvement functions delegated to local authorities, either by arrangement or under regulations• exercising their local authority’s functions in planning for, and responding to, emergencies that present a risk to public health• their local authority’s role in co-operating with the police, the probation service and the prison service to assess the risks posed by violent or sexual offenders• such other public health functions as the Secretary of State specifies in regulations• producing an independent annual report on the health of local communitiesKey functions:• To lead the Test and Trace response for Birmingham.• Providing public health specialist advice on health protection, incident management and infection prevention and control.• Using and interpreting data to assess the population’s health.• To support the Chief Executive, Corporate Directors, Elected Members and colleagues in translating strategic vision and priorities for Test and Trace into operational plans, monitoring their progress on a regular basis, identifying exceptions.• To work with colleagues to identify and determine the best models of service delivery for Test and Trace related services and functions, which deliver high quality outcomes and performance and a high quality customer experience.• To provide strong professional and managerial leadership across the organisation, including setting clear objectives and measures, managing performance and resources, and assessing impact/risk.• To create a working environment where employees will flourish and deliver services within Birmingham City Council to the highest possible standard; co-ordinating and managing a team who are currently remote workingKey Results Areas:• The delivery of efficient, effective Test and Trace function in Birmingham.• To foster and strengthen effective partnerships with the NHS.• To work collaboratively to ensure integrated health and social care delivery.• To support DPH in delivering committed savings proposals and have appropriate governance in place.Contact:Please send your CV via this advert to the Team at HancoxRead and you will get a call back from the Account Manager Required skills
