Programme OfficerAn opportunity has arisen for an experienced Programme Officer to join a leading organisation based in Belfast.This is a full-time, Temporary position initially for 3 monthsWorking hours: MondayFriday (37 hours per week)With an hourly rate of £16.74 per hour (equivalent to £32,328 per annum)Job Purpose:You will be responsible for managing the mobilisation, implementation, and monitoring of a portfolio of projects under the Programmes to which the company is responsible. This will include supporting the development of project applications, providing advicewhere appropriate, assess applications and provide funding recommendations. As well as acting as point of liaison with projects, to monitor and evaluate project progress and outputs.Essential Criteria: A minimum of 5 GCSEs grades A-C (including English Language and Maths) or equivalent or A minimum of Leaving Certificate (Standard/Ordinary level)5 grades A-C (including English Language and Maths) or equivalent Experience of contributing to the operational planning process within the public, private, voluntary or community sectors Experience in Project Management, including establishing, monitoring and verification of outputs Demonstrable experience in drafting reports Excellent communication skills both written and verbalwith the ability to communicate with stakeholders at all levels Ability to work as part of a team as well as on your own initiative Ability to travel between sites will be requiredMain Duties and Responsibilities: Project Management External Liaison Contribute to the Implementation of Measures to include Assessment of Project Proposals, Monitoring of Projects, Output verification, Project Implementation, and closure Staff Management (where required) Manage a portfolio of projects funded by the programmes, monitoring progress in implementation Assist in the provision of a secretariat function to the committees Assess applications for Committee, providing expert review and ensuring clear written recommendations are presented for consideration Assist in the development of programme procedures Update programme procedures and guidance for project promoters as necessary Draft contracts for projects Ensure robust monitoring of project implementation including progress and verification of project outputs Attend meetings, events and seminars to represent the business as requested Develop a network of contacts within key stakeholders Assist in implementation functions of current programmes Drafting submissions, papers and reports on major themes/areas of discussion as directed Preparing governance papers and reports for presentation Visit and monitor projects on site and via an electronic management system Oversee the work of Support Staff Update staff and programme leaders on legislative change Ensure that all staff adheres to the legislative requirements Liaise with the Personnel Officer to co-ordinate the planning, arranging, and recording of training for staff Carry out staff appraisals in liaison with the Personnel Officer
